In order to improve benefits, over the past time, the Military Social Insurance has coordinated to advise on amending and supplementing many health insurance policies. According to Circular 98/2025/TT-BQP, many new points have been implemented.
First, people belonging to many health insurance groups are allowed to pay and be issued cards according to the group with the highest benefit level. In particular, relatives of soldiers aged 75 and over, if needed, may be issued cards by the Military Social Insurance instead of local social insurance as before, while still maintaining their rights. This regulation helps soldiers feel secure in their work, without having to carry out procedures to change the place of card issuance or register for initial medical examination and treatment.
Second, the lifespan of health insurance cards is extended to a maximum of 60 months instead of 24 months, contributing to reducing procedures, saving costs and helping cardholders stabilize for a long time.
Third, military relatives who voluntarily go for medical examination and treatment not in the initially registered place at initial and basic levels nationwide are still fully entitled to health insurance benefits according to regulations. This is an important step forward, creating favorable conditions for relatives who have to change their place of residence according to military personnel.
Fourth, relatives of soldiers suffering from rare diseases, dangerous diseases, and chronic diseases are examined and treated at the provincial and central levels without a referral letter, according to the regulations of the Ministry of Health, helping to shorten waiting times, reduce costs and access high technology.
Fifth, the procedures for issuing and renewing health insurance cards are strongly reformed. Dossiers are digitally signed and sent through the military data system; military relatives can contact Military Social Insurance directly to issue and renew cards when information is lost, lost or incorrect without intermediaries.
Sixth, Military Social Insurance promotes the application of digital technology, controls with the National Population and Insurance Database to ensure the issuance of cards to the right people and subjects; and at the same time researches allowing the use of citizen identification cards to replace paper health insurance cards when medical examination and treatment, ensuring safety and confidentiality.
