On September 16, the Government Office announced that the Government had just issued Resolution No. 281/NQ-CP promulgating the Action Program to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development ( prolongament).
The Government requires ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities to resolutely, effectively and synchronously implement the 8 tasks.
1. Raising awareness, innovating thinking and action, identifying strong political determination to make breakthroughs in education and training development.
2. Strongly innovate institutions, create specific and outstanding mechanisms and policies for the development of education and training.
3. Strengthen comprehensive education on virtue, intelligence, physical strength, and aesthetics, forming a new system of human values of Vietnamese people.
4. Comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.
5. Focus on building a team of teachers and facilities for standard schools, improving the quality of preschool and general education.
6. Reform and modernize vocational education, creating a breakthrough in developing highly skilled human resources.
7. Modernize and elevate higher education, create breakthroughs in developing highly qualified and talented human resources, lead research and innovation.
8. Promote extensive international cooperation and integration in education and training.
The Government assigns the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to develop and complete draft laws: Law amending and supplementing a number of articles of the Law on Education, Law on Higher Education (amended), Law on Vocational Education (amended) and detailed regulations.
Urgently develop a Resolution of the National Assembly promulgating a national target program on modernization and improvement of the quality of education and training for the 2026-2035 period and a Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW. Completion time is in 2025.
Develop a Decree amending and supplementing regulations related to compulsory education and popularizing education in accordance with development requirements in the new period.
Develop a Decree regulating specific and outstanding incentive policies for the teaching staff; roadmap for implementing the increase of preferential allowances for preschool and general education institutions to a minimum of 70% for teachers, a minimum of 30% for employees, 100% for teachers in areas with special difficulties, border areas, islands, and ethnic minority areas.
Develop a Decree regulating the allowance regime for educational institution managers; develop a project to develop the team of teachers and managers of preschools, general education and continuing education institutions...
The Government requires the completion of the development of the above decrees in 2026.
The Government also requested the development of a Decree guiding the Law amending and supplementing the Law on Civil Servants; developing a Project for developing the team of teachers and staff managing vocational education and higher education institutions; developing a Decree amending and supplementing Decree 69/2008/ND-CP of the Government on policies to encourage socialization for activities in the fields of education, vocational training, health, culture, sports, and environment.
The time to complete the above tasks is in 2027.
