Preventive medicine has not been invested in appropriately
According to the Resolution, the protection, care and improvement of people's health has always received special attention from the Party and the State. Many policies, guidelines and guidelines have been issued, focusing on directing implementation and achieving important achievements.
Vietnam is internationally highly appreciated for its implementation of the United Nations' sustainable development goals on health; Vietnam's essential health service coverage index is higher than the average of countries in the region; many people's health indicators are superior to many countries with the same level of development.
However, the work of protecting, caring for and improving people's health still has limitations, shortcomings, difficulties and challenges. Protecting the living environment, regularly exercising to improve health, ensuring food safety and nutrition have not been given due attention.
Preventive medicine has not been properly invested in, not fully meeting the requirements of disease prevention and control; the capacity to produce and supply drugs, supplies, and medical equipment is still limited, dependent on imported sources; human resource mobilization is still passive, especially in the event of a major epidemic.
Grassroots health care has not provided adequate initial health care services, screening for early detection of diseases for people has not been widely deployed, and has not created trust for patients, leading to the situation of superior medical examination and treatment, even for common diseases, causing overload at higher levels.
The quality of medical examination and treatment and access to health services are still different between professional levels, regions, areas and localities. Health care for the disadvantaged has not received full attention. Medical human resources in some localities and grassroots health care have not met the requirements of quantity, qualifications, and quality; there is no special appropriate treatment regime.
The potential and strengths of traditional medicine have not been fully exploited. Scientific research, technology application and medical digital transformation are still slow.
The mechanism, policies and benefits are not strong enough to mobilize resources for health development. Some cases of law violations, abuse, and profiteering in the fields of medical examination, treatment, pharmaceuticals, and food caused public outrage.
In the face of urgent practical requirements, the work of protecting, caring for and improving people's health needs to be strongly changed in awareness and action; at the same time, comprehensively innovated with breakthrough solutions to aim at the goal of building a healthy Vietnam, all people have health care, live long, live well, live healthy, improve physical physical fitness, awareness of health protection and proactively prevent diseases in the whole society, contributing significantly to promoting the development of a rich, civilized and prosperous country in the new era.
Correctly identify the position and role of preventive medicine, grassroots medicine, traditional medicine
According to Resolution No. 72, health is the most precious asset of humanity, the most important foundation for the happiness of all people, for the survival of the nation and the prosperous and sustainable development of the country.
Protecting, caring for and improving people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies; the responsibility of the entire political system, the whole society and all people.
People are the central subject, given the highest priority in developing and implementing policies to strengthen protection, care and improvement of physical health, mental health, stature, longevity, and healthy living for comprehensive development; have full, fair, and equal access to health services, including special attention to children, the poor, social policy beneficiaries, and ensure gender equality. Raising awareness of disease prevention, healthy lifestyle, building a health culture among the people.
Pay attention to training and developing quality, balanced, qualified and capable medical human resources, meeting the requirements, tasks and satisfaction of the people; have special preferential policies and incentives throughout the process from training, recruitment, use, and promotion of capacity and strengths of the medical staff.
Strongly shift from the mindset of focusing on medical examination and treatment to proactive disease prevention, focusing on protection, care, and improving comprehensive health, continuously over life. There are breakthrough policies and mechanisms in mobilizing and effectively using all resources to improve the quality of protection, care, and improving people's health; promote the development of science, technology and digital transformation in healthcare; strongly reform health finance, ensure the effectiveness and sustainability of health insurance policies; continue to implement the state budget policy, health insurance to ensure payment for healthcare services at the basic level, and users pay for the excess.
