From July 1, 2026, 14 administrative procedures in the field of disease prevention under the state management scope of the Ministry of Health will be officially abolished according to the new decision issued by the Ministry of Health.
The abolition of these administrative procedures aims to implement the provisions of Resolution No. 21/2026/NQ-CP of the Government on reducing and simplifying business conditions, administrative procedures and decentralizing the authority to carry out administrative procedures in the field of health; and at the same time implement Decree No. 165/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Disease Prevention.
According to the decision of the Ministry of Health, 14 administrative procedures abolished are all in the field of disease prevention, implemented by the Ministry of Health or specialized medical agencies under the Provincial People's Committee.
Among the abolished procedures are procedures for issuing import permits for specimens; announcing testing facilities meeting level I and level II biosafety standards; issuing new and re-issuing certificates of testing facilities meeting level III biosafety standards.
In addition, many procedures related to HIV testing activities are also abolished such as: decision to appoint testing facilities confirming reference HIV positive; adjusting decision to appoint testing facilities confirming reference HIV positive; issuing new, re-issuing and adjusting certificates of eligibility for testing confirming HIV positive.
In addition, the Ministry of Health also abolished the procedure for announcing facilities eligible for vaccination; announcing facilities eligible for opioid addiction treatment with substitutes and the procedure for canceling dossiers announcing eligibility for opioid addiction treatment with substitutes.
14 administrative procedures in the field of disease prevention will be abolished from July 1, 2026, including:
Issuance of import permits for specimens.
Announcing testing facilities meeting biosafety standards level I, level II.
Issuing new certificates of testing facilities meeting level III biosafety standards.
Re-issuance of certificates of testing facilities meeting level III biosafety standards due to expiration.
Re-issuance of certificates of testing facilities meeting level III biosafety standards due to damage or loss.
Re-issuance of certificates of testing facilities meeting level III biosafety standards due to changes in the name of testing facilities.
Announcing establishments eligible for vaccination.
Decision to designate testing facilities confirming reference HIV positive.
Adjusting the decision to designate a testing facility confirming HIV positive as a reference.
Announcing establishments eligible to treat opioid addiction with alternative drugs.
Cancellation of dossiers of declaration of eligibility for treatment of opioid addiction with alternative drugs.
Issuing new certificates of eligibility for testing confirming HIV positive.
Re-issuance of certificate of eligibility for testing confirming HIV positive.
Adjusting the certificate of eligibility for testing to confirm HIV positive.
