On June 4, the National Assembly's Committee for Culture and Society worked with units of the Ministry of Culture, Sports and Tourism on amending and supplementing a number of articles of the Law on Physical Education and Sports, the Law on Tourism, the Law on Library, the Law on Cinema and the Law on Cultural Heritage.
According to the drafting agency, the amendment and supplementation only focuses on truly necessary and urgent contents; does not generate administrative procedures, does not disrupt state management activities and production and business activities of organizations and individuals.
At the same time, the development of the draft Law is thoroughly grasped according to the following viewpoints: promptly and fully institutionalize the Party's guidelines and orientations on renovating and arranging the state apparatus; promote decentralization and delegation of power, clearly defining the authority and responsibility of agencies in the fields of culture, sports and tourism.
Ensure that there are no legal loopholes, no interruptions in work, no vacancies in areas and fields, and no impact on the operation of agencies, units, organizations and people.
The structure of the draft Law is built in the form of a Law amending and supplementing a number of articles of many laws, including regulations on the content of amendments and supplements for each specific law, regulations on the effectiveness of implementation and transitional clauses.

Regarding content, the draft Law amends and perfects many regulations to clarify the authority and responsibility of state agencies, in accordance with the 2-level local government organization model and the requirements of state management innovation.
Based on a comprehensive review of the Law on Physical Education and Sports, the Tourism Law, the Library Law, the Cinema Law and the current Law on Cultural Heritage, compared with the requirement to improve institutions, decentralization, delegation of power, organizational structure arrangement, administrative procedure reform and digital transformation, the draft Law has omitted and abolished some regulations that are no longer appropriate.
At the same time, drastically cut and simplify administrative procedures, especially in the fields of tourism and cinema; add some new regulations to the Tourism Law and the Cinema Law to overcome legal loopholes...
At the meeting, Deputy Chairman of the National Assembly's Committee for Culture and Society Ta Van Ha said that the ultimate goal is to submit to the National Assembly a draft Law that ensures quality, when promulgated and put into practice, both meets state management requirements and removes difficulties and obstacles for people and businesses, promoting development in various fields.
It is expected to amend and supplement the Law on Physical Education and Sports with 3 articles, the Law on Library with 6 articles, the Law on Cinema with 8 articles, the Law on Cultural Heritage with 8 articles and the Law on Tourism with 33 articles. The Ministry of Culture, Sports and Tourism is also seeking opinions to propose integrating the content of amending and supplementing a number of articles in the Law on Advertising and the Law on Press into this draft Law.
