On June 4, the Minister of National Defense issued Decision No. 2863/QD-BQP announcing 3 amended and supplemented administrative procedures and 2 abolished administrative procedures in the field of civil cryptography under the management functions of the Ministry of National Defense.
Accordingly, 3 administrative procedures are amended and supplemented, including: Procedures for issuing new Business Licenses for civil cryptography products and services; Procedures for amending and supplementing Business Licenses for civil cryptography products and services; Procedures for issuing Export and Import Licenses for civil cryptography products.
2 administrative procedures are abolished including: Procedures for re-issuing Business Licenses for civil cryptography products and services; Procedures for extending Business Licenses for civil cryptography products and services
The amended and supplemented administrative procedures and the abolished administrative procedures in this Decision replace the corresponding administrative procedures announced in Decision No. 2505/QD-BQP dated May 15, 2026 of the Ministry of National Defense.
The procedure for issuing a new Business License for civil cryptography products and services is carried out in 3 steps.
Step 1, businesses carry out procedures for issuing new Business Licenses for products and services of civil cryptography, submit dossiers directly, through postal services, or online public services to the Administrative Procedure Resolution Information System of the Ministry of National Defense, the National Public Service Portal. Dossiers submitted online must be digitally signed according to the provisions of law on digital signatures.
Step 2, within 2 working days from the date of receipt of the dossier, the Government Cipher Committee shall check the validity of the dossier; in case the dossier is invalid, notify the enterprise in writing of the content to be amended and supplemented.
Within 5 working days from the date of receiving the notification document, the enterprise is responsible for completing the dossier. In case the amendment or supplementation of the dossier still does not meet the contents according to the notification or the dossier completion deadline is exceeded, within 3 working days, the Government Cipher Committee shall notify the enterprise in writing of the reason for not issuing the license.
Step 3, from the date of receiving complete and valid dossiers, the Government Cipher Committee appraises and issues a new Business License for civil cryptography products and services within 12 working days.
In case of refusal of licensing, the Government Cipher Committee shall notify in writing and clearly state the reason. The business license for civil cryptography products and services shall be implemented according to form No. 06 Appendix I.1 Resolution No. 24/2026/NQ-CP dated April 29, 2026 of the Government on reducing, decentralizing, and simplifying administrative procedures and business conditions in the fields of defense, internal affairs, finance, construction, diplomacy, justice, and banking.
