Government cuts administrative procedures and business conditions for 11 industries and fields

The Government continues to cut and simplify administrative procedures and business conditions in many industries and fields.

The Government has issued Resolution No. 66. 18/2026/NQ-CP decentralizing, reducing, and simplifying administrative procedures (TTHC), business conditions (ĐKKD) of 11 sectors and fields: police; industry and trade; science and technology; internal affairs; defense; justice; finance; construction; culture, sports and tourism; health; education and training.

Resolution 66. 18/2026/NQ-CP decentralizing, reducing, and simplifying administrative procedures and business registration under the management scope of 11 ministries and sectors:

1. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Public Security according to the provisions of Appendix I.1 issued together with this Resolution.

2. Decentralization, reduction, and simplification of administrative procedures and business registration under the management scope of the Ministry of Industry and Trade according to the provisions of Appendix I.2 issued together with this Resolution.

3. Decentralization, reduction, and simplification of administrative procedures and business registration under the management scope of the Ministry of Science and Technology as prescribed in Appendix I.3 issued together with this Resolution.

4. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Home Affairs according to the provisions of Appendix I.4 issued together with this Resolution.

5. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of National Defense according to the provisions of Appendix I.5 issued together with this Resolution.

6. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Justice according to the provisions of Appendix I.6 issued together with this Resolution.

7. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Finance according to the provisions of Appendix I.7 issued together with this Resolution.

8. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Construction according to the provisions of Appendix I.8 issued together with this Resolution.

9. Decentralization, reduction, and simplification of administrative procedures and business registration under the management scope of the Ministry of Culture, Sports and Tourism according to the provisions of Appendix I.9 issued together with this Resolution.

10. Cutting and simplifying administrative procedures and business conditions under the management scope of the Ministry of Health according to the provisions of Appendix I.10 issued together with this Resolution.

11. Cutting and simplifying administrative procedures and business registration under the management scope of the Ministry of Education and Training according to the provisions of Appendix I.11 issued together with this Resolution.

The Minister, Head of a ministerial-level agency within the scope of industry and field management is responsible for guiding the organization of the implementation of this Resolution; responsible for the feasibility of the contents of delegation of powers, cutting and simplifying administrative procedures, business registration; promulgating according to their authority management measures suitable to the transition from pre-inspection to post-inspection and ensuring the effectiveness and efficiency of state management.

Heads of agencies, units, people participating in building this Resolution and participating in identifying and handling difficulties and obstacles according to the special mechanism stipulated in this Resolution are considered for exclusion and exemption from responsibility in cases where they have fully complied with relevant procedures and regulations and are not self-serving in the process of performing tasks but still cause damage.

This Resolution takes effect from July 1, 2026 to the end of February 28, 2027.
