The issuance of the Decision is implemented on the basis of the 2016 Law on Pharmacy; the Law amending and supplementing a number of articles of the 2024 Law on Pharmacy; Decree No. 42/2025/ND-CP of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Health; Circular No. 12/2025/TT-BYT of the Minister of Health on registering the circulation of drugs and drug-making raw materials.
The decision is also based on the functions and tasks of the Drug Administration of Vietnam as stipulated in Decision No. 2386/QD-BYT dated July 22, 2025 of the Minister of Health, along with the conclusion of the Advisory Council for issuing certificates of registration for drug circulation, drug-making materials of the Ministry of Health through many rounds of approval in 2025 for domestic vaccines, biological products, pharmaceutical chemicals and foreign pharmaceutical chemicals.
According to the Decision, the list of 48 original branded drugs includes many important drug groups such as: Cardiovascular drugs, diabetes drugs, lipid dysfunction drugs; antibiotics, antiviral drugs, cancer drugs; respiratory, digestive, allergic drugs; infusion drugs, eye drops, inhalers and other special formulations.
The drugs in the list are manufactured by many reputable pharmaceutical companies at home and abroad, with complete information about drug names, active ingredients, contents - concentrations, formulations, packaging specifications, circulation registration numbers, establishments and production addresses.
The publication of the List of original branded drugs plays an important role in enhancing transparency of information about drugs circulating in Vietnam; serving as a basis for bidding and drug procurement activities at medical facilities; ensuring patients' rights in accessing quality, safe and effective drugs.
