The Drug Administration of Vietnam has decided to sanction Vimac Cosmetics Joint Stock Company with headquarters on the 5th floor, building 74 Mieu Dam, Tu Liem ward, Hanoi city; production facility located in cell CN08, Nguyen Khe industrial cluster, Phuc Thinh commune, Hanoi city. This enterprise is headed by Mr. Le Hong Nhat Tien as General Director cum legal representative.
Through inspection and based on the administrative violation record made on December 12, 2025, the Drug Administration of Vietnam determined that Vimac Company had committed two violations.
First, trading in cosmetics without a product information file (PIF) as prescribed. This is a mandatory file to ensure the safety, quality and origin of cosmetic products circulating on the market.
Second, businesses have arbitrarily changed the content that has been announced and have been issued a receipt number for cosmetic product announcement slips, specifically changing the address of the organization responsible for putting the product on the market, but have not been approved in writing by competent authorities.
Notably, both actions had aggravating circumstances, due to simultaneous violations of 3 cosmetic products at the same time of inspection.
Based on the provisions of Decree 117/2020/ND-CP and Decree 124/2021/ND-CP of the Government, and applying the principle of penalties for organizations equal to double the penalty for individuals, the Drug Administration of Vietnam decided to apply the maximum fine level.
The act of trading cosmetics without PIF is fined 80 million VND; the act of changing the content of product announcement without approval is fined 40 million VND. The total fine for Vimac Company is 120 million VND.
In addition to the form of fines, the Drug Administration of Vietnam also proposed that the Hanoi Department of Health revoke 3 numbers receiving cosmetic product declaration forms under the name of Vimac Company.
At the same time, the enterprise was forced to recall and destroy all 3 violating cosmetic products. Vimac Company is responsible for coordinating with relevant units to implement remedial measures and report the results to the Drug Administration of Vietnam within 30 days from the date of issuance of the decision.
In case Vimac Company does not voluntarily comply within the prescribed time limit, it will be enforced according to legal regulations. Businesses also have the right to complain or initiate administrative lawsuits against this decision according to current regulations.
