The Ministry of Health said it is developing a project to gradually implement the hospital fee exemption policy within the scope of health insurance (HI), and at the same time continue to invest in upgrading facilities, equipment and human resources to improve the quality of medical examination and treatment for people.
According to the Ministry of Health, the 2026-2030 period will implement many projects to purchase modern medical equipment, replace outdated equipment and invest heavily in the grassroots health system. From 2026, the National Target Program on health care, population and development for the 2026-2035 period will also be implemented, focusing on upgrading commune and ward health stations and first-line medical facilities to reduce the burden on upper-level hospitals.
Regarding digital transformation, the Ministry of Health has completed the integration of Electronic Health Records on the VNeID application. Currently, more than 34 million electronic health records have been created and updated, creating a platform for managing people's health according to the life cycle, supporting periodic health check-ups and early detection of diseases.
Notably, the Ministry of Health is urgently developing a roadmap for hospital fee exemption within the scope of HI. According to the orientation, the HI fund will pay for basic and essential health services, helping to reduce the financial burden for people. Priority groups include people with meritorious services, poor households, low-income people and vulnerable groups in society.
Regarding the proposal to exempt health insurance contributions for all people aged 65 and over, the Ministry of Health said it will continue to study and evaluate based on the balance of the health insurance fund and the synchronization of the social security policy system.
