With the spirit of innovating health management thinking, Resolution No. 72-NQ/TW of the Politburo sets the goal of building a health system with the people at the center, ensuring comprehensive health care according to the life cycle.
Minister of Health Dao Hong Lan said that the resolution sets out 6 groups of tasks, breakthrough solutions and assigns responsibilities for implementation, in which promoting health financial reform and developing effective and sustainable HI policies, towards waiving hospital fees for people, is a breakthrough solution in the breakthrough.
The hospital fee exemption policy is built on the foundation of universal health insurance, with a roadmap to gradually reduce co-payment, towards basic hospital fee exemption by 2030.
From 2026, people will have periodic health check-ups or free screenings at least once a year according to priority groups and will have their electronic health records created for the whole population. Near-poor groups and people aged 75 and over who receive social pension benefits will be paid 100% of medical examination and treatment costs within the scope of health insurance benefits.
The State will increase budget investment, adjust health insurance contributions from 2027, and mobilize other resources for implementation.
Basic hospital fee exemption for the whole population through health insurance by 2030 is a very humane policy, showing the superiority of the regime, with profound social security significance. This policy helps people detect diseases early, reduce the burden of medical expenses and affirm the view of putting people at the center" - the Minister of Health emphasized.
The Ministry of Health is urgently developing a project to implement according to a roadmap, based on the foundation of universal health insurance. The State and the health insurance fund will pay basic and essential health costs, prioritizing policy beneficiaries, vulnerable people, low-income people and other priority groups. For services as required or exceeding the basic level, patients still have to pay a part to ensure reasonable and economical use.
However, to create a breakthrough for the health sector, including hospital fee exemption, Minister Dao Hong Lan also proposed that the State budget ensure resources for regular expenditures and development investment in grassroots health and preventive medicine. At the same time, gradually implement the hospital fee exemption policy according to a roadmap, prioritizing social policy beneficiaries, vulnerable people, low-income people and some other priority groups within the scope of health insurance benefits.
After merging Quang Nam province and the old Da Nang City from July 2025, the new Da Nang City continues to maintain the policy of 100% tuition fee exemption for students.
The 2025 - 2026 school year is the first year the city operates according to new administrative boundaries. According to Mr. Tran Nguyen Minh Thanh - Deputy Director of Da Nang City Department of Education and Training, the tuition fee support policy is uniformly applied throughout the area.
In the old Quang Nam area, the tuition fee exemption policy was implemented from the 2024 - 2025 school year; while in the old Da Nang, this is the 5th consecutive year of maintenance. After the merger, Da Nang City unifiedly applied the tuition fee exemption policy for all students in the area in the 2025 - 2026 school year.
Supported subjects include preschool children, students of public and non-public general schools, and students at continuing education centers. The support level is 100% tuition fee according to the collection level of public schools, up to 9 months/school year. Students at foreign-invested educational institutions are not eligible for support.
This policy was implemented from the 2021-2022 school year in old Da Nang, in the context of people being affected by the COVID-19 epidemic, with the city budget supporting 100% of tuition fees according to the collection level prescribed by the Da Nang City People's Council.
