On the morning of February 25, immediately after the conclusion of the National Conference to study, study, thoroughly grasp and implement Resolution No. 79-NQ/TW of the Politburo on "State economic development" and Resolution No. 80-NQ/TW of the Politburo on "Vietnamese cultural development", the Hanoi City Party Committee organized a Conference to study, thoroughly grasp and implement Action Programs to implement strategic resolutions of the Politburo (including Resolution No. 71 on breakthroughs in education and training development; Resolution No. 72 on people's health care; Resolution No. 79 on state economic development and Resolution No. 80 on Vietnamese cultural development).
According to Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc, with the special position of the Capital, Hanoi carries on its shoulders a historical mission and outstanding characteristics and requirements compared to any other locality in the country. Hanoi's responsibility is not only limited to implementing the Resolution for Hanoi alone, but above all, it must be the "leader" leading the whole country, the center of national development, exploring and testing new and model models, creating new growth momentum with strong spillover effects for the entire Capital region and the whole country, with breakthrough thinking and 100-year vision, daring to embark on difficult and new tasks, bringing the Resolutions into life in the fastest and most effective way.
To correctly recognize and organize drastic implementation, Secretary of the City Party Committee Nguyen Duy Ngoc emphasized some core contents.
Resolving the situation of school and classroom overload
For the field of education and training, Hanoi truly considers education and training as a top national policy, the future of the nation and the Capital; it must be specially cared for to foster internal strength and improve national and Capital competitiveness. Capital education must not only stop at the goal of leading the country but must strive to be equal in quality with education of developed capitals in the region and the world.
The action program focuses on solving the "double problems": Both having to solve the overload of schools and classes, and being a pioneer in comprehensive digital transformation and deep international integration; both improving mass education and strengthening specialized education, forming a modern, effective and sustainable Capital education.
To solve this problem, it is necessary to prioritize reviewing and adjusting the planning of the school network, taking care of developing the teaching staff, allocating adequate land and resources to build national standard schools and high-quality schools; building a healthy and civilized education environment; associated with the needs of the high-quality labor market, striving to make Hanoi a leading human resource training center in the region and the world.
Regarding the field of health and people's health care, the vision and goal is to build a Capital healthcare system commensurate with the central position of the whole country, striving to make Hanoi a leading health center in the region and the world; people have access to medical services quickly, fairly, and continuously; effectively implement universal health insurance policies, especially for vulnerable groups.
At the same time, implement the roadmap for basic hospital fee exemption within the scope of health insurance benefits; strongly shift from treatment thinking to disease prevention and primary health care, managing people's health according to the life cycle and from the grassroots level; linking health development with education - training, science and technology and social security, taking the lead in mastering specialized techniques and developing smart health models.
The action program focuses on solving the disparity in access to health services between inner and outer city areas, between rural areas; prioritizing resources to invest in upgrading the grassroots health system, reducing pressure on the upper-level health system, implementing universal health management through synchronous electronic records. At the same time, building breakthrough mechanisms to attract strong socialized resources, promote public-private partnerships; developing high-quality health services, high-tech medical centers, biotechnology - high-tech pharmaceutical centers of international standards; becoming a destination for corporations, businesses, experts, and scientists to invest, research, develop and work.
Use rationally and economically state economic resources
Regarding state economic development, Hanoi affirms the leading role of the state economy focusing on 6 pillars, especially in ensuring socialist orientation, leading key and essential sectors and industries in green, digital, and smart urban infrastructure; multimodal transportation, multi-purpose housing; environment, ecological landscape; energy and strategic technology...
The state economy in the Capital plays a role as a tool to establish a new growth model, an important resource for the city to control and intervene promptly to meet unexpected and urgent requirements arising; contributing to promoting cultural values and progress, justice, and social security.
Therefore, the Action Program focuses on solutions to manage, exploit, mobilize and use state economic resources such as land, resources; public assets, infrastructure; state budget, national reserves, non-budget state financial funds; strong restructuring, innovation of management and administration models of state-owned enterprises, credit institutions, and public non-business units under the city in the direction of streamlining, modernization, publicity, transparency, autonomy, self-responsibility and promoting accountability, taking socio-economic efficiency as a measure of evaluation.
Along with that, it is to closely link state economic development with building green, smart, and modern cities; and at the same time resolutely fight against corruption, wastefulness, negativity, and prevent the loss of state capital and assets.
Regarding cultural development, seriously implementing the direction of General Secretary To Lam, the motto "Culture - Identity - Creativity" must be placed at the center of all development orientations.
All socio-economic development projects in the area must carefully consider cultural factors and cultural space. The key task is to focus on building the image of elegant and civilized Hanoians, creating "soft power" from the essence and dignity of the people of the Capital.
To make the Action Programs truly go into life, Secretary of the City Party Committee Nguyen Duy Ngoc requested the heads of Party committees, authorities, agencies, and units throughout the 4 axes from the city to the grassroots to uphold the spirit of responsibility, focus on leadership and direction, and urgently start concretizing Action Programs into feasible plans and projects, suitable to the practical conditions of each area and unit with the spirit of "deep understanding, right action, doing to the end" and the principle of "6 clears, 1 throughout".
