Ministry of Health to standardize training for resident doctors and specialists

The Ministry of Health is completing regulations on training resident doctors and specialist doctors, aiming to standardize capacity and improve the quality of health human resources.

Review to unify training programs

The Ministry of Health is finalizing a draft Circular guiding postgraduate training in the field of health, aiming to standardize programs, professional capacity and output quality of resident doctors and specialists.

The draft includes 5 chapters, 28 articles and 3 appendices, focusing on regulations on the list of names, codes of training programs; training programs; content on diplomas and appendices of resident doctoral diplomas, specialist doctors.

One issue of concern is the time and subjects of training for specialized programs. According to the Ministry of Health, unified regulations are necessary to limit differences between training institutions, while ensuring that learners are trained according to common standards of knowledge and professional competence.

The drafting team also reviewed the scope of regulation, subjects of application, program names and logic of the regulations. Besides professional content, each term, expression and content of articles and clauses are also considered to ensure that the draft is clear, unified and easy to apply.

Taking the quality of doctors as the focus

Deputy Minister of Health Nguyen Tri Thuc emphasized that the completion of the Circular is of great significance to the quality of training and development of health human resources.

According to the Deputy Minister, resident doctors and specialist doctors are the forces directly involved in clinical practice, playing an important role in medical examination and treatment and ensuring patient safety. Therefore, regulations on training not only need to be clear in terms of legality but also must aim to standardize the actual capacity of graduates.

The ultimate goal is to ensure that doctors after completing the program have sufficient knowledge, skills and professional capacity to meet the requirements of the health system.

Over the past time, the Drafting Team has organized many workshops, collecting opinions from ministries, sectors, institutes, schools, experts, educators and related units. The draft is built on the basis of the provisions of the Law on Higher Education, guiding decrees and related legal regulations in the field of health, and at the same time refers to international experience.

Strictly appraise new specialties

Regarding the proposal to add new majors and specializations to the training list, Deputy Minister Nguyen Tri Thuc requested that it be strictly appraised by a professional council, with the participation of experts in traditional medicine and modern medicine.

The introduction of a new specialty into training needs to be based on science, research results, treatment practice and the actual needs of the health system. Thereby, avoiding the situation of opening training majors but not fully meeting professional requirements or human resource needs.

The Deputy Minister requested the Drafting Team to selectively absorb the contributed opinions, ensuring objectivity, science and fairness in the process of revising the draft. The document will continue to be sent to request opinions from relevant agencies and units before being completed.

The completion of the Circular is expected to create a unified legal corridor for training resident doctors and specialist doctors, and at the same time contribute to improving the quality of medical human resources.
