According to Mr. Nguyen Trong Dien - Director of Quang Ninh Department of Health - Quang Ninh health system has basically stabilized in terms of organization after nearly a month of arrangement to suit the two-level government system.
After the arrangement, the medical examination and treatment for people will not be disrupted; the number of medical staff will not change, but only a few places will have to change their workplaces due to the merger and need to be supplemented and strengthened to suit new functions and tasks.
In particular, the number of leaders and staff of medical facilities, departments, offices and units has decreased sharply after the merger.
Accordingly, 13 medical centers of the old district-level administrative units were reorganized into 5 regional general hospitals, and 3 medical centers were stopped operating.
171 health stations and 2 sub-stations of 171 old commune-level administrative units are arranged into 55 health stations and 92 station points.
Merging Ha Long General Hospital and Provincial General Hospital into Provincial General Hospital.
Merge the Mental Health Protection Center into the Mental Health Protection Hospital to form the Mental Health Hospital.

After the arrangement, the health system in the province reduced a total of 128 units; reduced 27 health station headquarters; 9 hospital and health center directors; 6 leaders of social protection units; 116 health station heads, 30 department heads and 28 department heads.
According to the Quang Ninh Department of Health, the arrangement of the number of leaders after the arrangement depends on the characteristics of the functions, professional tasks and geography and terrain. Therefore, some facilities have 1 head and 2 deputy heads, but some units are arranged with surplus deputies to meet management requirements, professional direction to meet task requirements, especially for regional general hospitals and health centers.
For example, the old Van Don District Medical Center merged with the old Co To District Medical Center to become Van Don Regional General Hospital, with 1 chief and 3 deputy leaders, including 1 deputy leader at the affiliated facility.
The old Mong Cai City Medical Center, the old Hai Ha District Medical Center and the old Dam Ha District Medical Center will be merged into Mong Cai Regional General Hospital, with 1 director and 6 deputy directors. In which, at the main facility, there is 1 head and 2 deputy heads, at the affiliated facilities, each facility has 2 deputy heads. The arrangement of 2 specialized deputy levels according to the professional field at each facility is necessary to ensure that professional management and operation is carried out flexibly and effectively, especially in situations that require quick response such as emergency care, consultation, and timely and appropriate treatment instructions.
Restructuring the health system
On the basis of rearrangement, the Quang Ninh health system is also restructured in the direction of clearly defining the two areas of Prevention and Treatment; improving the capacity of grassroots health care according to the general policy of the national health sector.
With the transfer of reserve human resources from health stations to health stations, immediately after the arrangement, the ratio of doctors at health stations will reach 4-6 doctors/ station, completed 2 years earlier than the national average (by 2027, the whole country will only reach 4-6 doctors/ station).
Thanks to that, the basic health stations are capable of performing initial medical examination and treatment, managing people's health and implementing preventive health programs in the community.
According to the new structure, in the first phase, health stations under the direct management of the Department of Health will no longer have an administrative intermediary layer, in accordance with the spirit of the 2-level government model.
The vertical management model helps unify expertise, technical processes and monitor service quality. According to the roadmap, after the complete and capable arrangement, the health stations will be transferred to the People's Committees of communes, wards, and special administrative boundary areas.
Hospitals are reorganized according to the regional model, in addition to provincial hospitals and specialized hospitals, Quang Ninh has 5 regional general hospitals spread across 5 areas in the province, both examining and treating general diseases and providing professional support for the commune level, contributing to reducing the workload at the upper level, promoting the effectiveness of facilities and human resources.
