Dr. Le Duc Luan - Deputy Minister of Health chaired a meeting to urge the progress of completing the Project of facility 2 of Bach Mai Hospital and Viet Duc Friendship Hospital.
According to the Ministry of Health, in the past month, in order to remove difficulties and promote the progress of implementing two key projects in the health sector, Deputy Minister Le Duc Luan has continuously chaired 6 working sessions with relevant units, and at the same time directly inspected the reality at the construction site to direct the timely handling of existing problems and obstacles.
Previously, immediately after the meeting of the Standing Committee of the Government on the morning of April 14 on the situation of task deployment for the two projects, in the afternoon of the same day, the Ministry of Health coordinated with the Ministry of Construction to discuss solutions to remove difficulties related to the appraisal of estimates for bidding packages of the Institute of Construction Economics. The Ministry of Health also requested Hanoi Construction Corporation to urgently mobilize human resources, materials, and equipment to complete bidding package XDVĐ-01 under the Project of Facility 2 of Viet Duc Friendship Hospital.
Mr. Hoang Cuong - Deputy Director of the Planning - Finance Department, Deputy Director in charge of the Health Works Project Management Board, reported in detail on the progress of the remaining items of the project.
After listening to the report of the Project Management Board and opinions from contractors, Deputy Minister Le Duc Luan acknowledged and highly appreciated the efforts of the investor and construction units in the past time. According to the Deputy Minister, many measures have been implemented to accelerate the progress of outstanding tasks; problems related to finance, payment and advances to contractors have basically been thoroughly resolved by the Ministry of Health and the Project Management Board.
However, the leaders of the Ministry of Health also frankly pointed out some shortcomings such as the slow progress of completing payment dossiers, many construction items not meeting the set requirements, especially the fire prevention and fighting system being adjusted and supplemented.
To ensure putting the two projects into operation in the second quarter of 2026, Deputy Minister Le Duc Luan requested the Project Management Board and contractors to continue to make more efforts, mobilize maximum resources to serve construction, and immediately handle technical problems arising during the day. Relevant parties need to strengthen coordination and exchange information regularly to unify plans to promptly resolve new issues arising during the implementation process.
For each construction unit, the Deputy Minister requested the Consortium of Hanoi Construction Corporation - Hong Ha Corporation (XDVĐ-01 package) and the Consortium of Corporation 36 - 319 - Thanh An under the Ministry of National Defense (XDBM-01 package) to accelerate the progress of mobilizing materials and equipment to complete the fire prevention and fighting system on schedule.
The AIC - Mopha Joint Venture is required to strengthen experts, technical staff and workers to completely complete the wastewater and waste treatment items; and at the same time soon complete the quality dossier to be eligible for the Ninh Binh Provincial Department of Agriculture and Environment to issue an environmental permit for the Viet Duc 2 Project before May 30, 2026.
The Deputy Minister of Health also emphasized that the Project Management Board, contractors, and Bach Mai Hospital and Viet Duc Friendship Hospital need to closely follow the plan to hand over infrastructure and medical equipment, thereby quickly completing the procedures for operating licenses immediately after being granted environmental permits, construction acceptance and fire prevention and fighting approval by functional agencies.
Affirming the determination to complete the project on schedule, Deputy Minister Le Duc Luan said that the Ministry of Health and the investor will continue to create maximum conditions in advance and payment so that contractors have sufficient financial resources, focus on construction, and soon complete the remaining bidding packages, putting Facility 2 of Bach Mai Hospital and Viet Duc Friendship Hospital into operation as soon as possible.
