The bidding process is complicated, requiring many procedures and human resources, creating a large administrative burden for medical facilities, reducing the efficiency of professional activities. Dispersed shopping, lacking a centralized control mechanism can create loopholes for negative behaviors, lack of transparency, causing public outrage.
Therefore, the issuance of a Circular on the national centralized procurement portfolio for medical equipment and testing supplies is necessary to overcome the above limitations, improve efficiency and transparency in procurement, while ensuring the quality of medical examination and treatment and the rights of patients.
According to the Ministry of Health, the issued Circular will create a legal corridor to build a national centralized procurement portfolio for medical equipment and testing supplies to unify management, contributing to improving the efficiency and professionalism of the procurement of the health sector.
Optimizing the use of the state budget and health insurance fund through large-scale procurement, increasing product cost reduction. Strictly control the quality of purchased medical equipment, ensure consistency in technology and types, meet professional requirements and safety for patients.
Strengthen transparency, prevent corruption; standardize processes, publicize information, limit subjective and negative factors in shopping activities. Reducing the workload of bidding for medical facilities, helping units focus resources on professional medical examination and treatment.
6 groups of medical equipment and testing supplies will be nationwide purchased

Regarding administrative procedures, the Ministry of Health said: The issued Circular will not create administrative procedures but only regulate the national centralized procurement portfolio for medical equipment and testing supplies.
