Prof. Dr. Tran Van Thuan - Deputy Minister of Health has just signed a document on rectifying the procurement and bidding of drugs and medical equipment, and advance payment for health insurance (HI).
According to the Ministry of Health, in the past, the Ministry of Health has received feedback on violations by a number of medical examination and treatment facilities in the procurement and bidding of traditional medicine, and the work of advance payment for health insurance examination and treatment.
To prevent and stop violations of health insurance laws, prevent fraud, and take advantage of the health insurance fund, the Ministry of Health recommends that heads of units review and strictly implement the following contents in accordance with the provisions of law, specifically:
Regarding the annual advance payment for health insurance examination and treatment, the Ministry of Health requires: The preparation of a report on the settlement of health insurance examination and treatment costs in the previous quarter and sent to the Social Insurance agency to advance health insurance examination and treatment funds must comply with the provisions on the deadline, number of times to request advance payment and the provisions in Clause 01, Article 32 of the Law on Health Insurance, which have been amended and supplemented by Law No. 46/2014/QH13 and Law No. 51/2024/QH15.
The sending of data requesting payment and settlement of monthly and quarterly health insurance examination and treatment costs must be ensured in accordance with the provisions of Clause 2, Article 32 of the Law on Health Insurance, amended and supplemented by Law No. 46/2014/QH13 and Law No. 51/2024/QH15, Circular No. 48/2017/TT-BYT of the Minister of Health regulating the extraction of electronic data in the management and payment of health insurance examination and treatment costs.
Regarding the procurement and supply of drugs and medical equipment, the Ministry of Health requires strict implementation of regulations on procurement and bidding, ensuring publicity and transparency, and preventing the situation of taking advantage of regulations to increase drug prices, especially for herbal drugs, traditional medicines, traditional medicine flavors and herbs.
Medical examination and treatment facilities are responsible for ensuring the adequate and timely supply of drugs and medical equipment to health insurance patients and the contents of Official Dispatch No. 7656/BYTBH dated December 10, 2024 of the Ministry of Health on ensuring the supply of drugs and medical equipment to health insurance patients in accordance with the provisions of law, ensuring the rights of health insurance participants.
The Ministry of Health requests heads of units to urgently direct, organize the serious implementation of the above requirements and take responsibility for implementation at their own units and localities.
