The new draft Decree proposes many policies related to contribution levels, support and responsibility for participating in health insurance (HI).
The Ministry of Health is seeking opinions on the draft Decree detailing a number of articles of the Law on Health Insurance, including maintaining the health insurance contribution rate at 4.5% of monthly salary, pension, basic salary... as currently issued under Decree 146/2018, because the health insurance fund still has surplus.
Increasing support for many disadvantaged groups
The draft proposes that the state budget will support at least 70% of the health insurance contribution level for victims of human trafficking, the support period is 1 year from the date of confirmation.
The poor and ethnic minorities living in communes no longer in disadvantaged areas will continue to receive state support according to the current regulations in Decree 75/2023.
Some subjects such as village health workers, village midwives, non-professional workers in villages and residential groups, security and order protection forces at the grassroots level, people's artisans and outstanding people will be supported with at least 50% of the health insurance premium.
High school students are proposed to increase support level
A notable new point is the proposal to increase the minimum support level from 30% to 50% of the health insurance premium for students from grades 1 to 12.
The Ministry of Health said that expanding a number of groups of subjects participating in health insurance will contribute to improving public health and the quality of social human resources, thereby bringing a positive impact on the State.

For health workers, when the demand for medical examination and treatment increases, medical facilities have the conditions to improve the treatment regime for employees. At the same time, related fields can also expand job opportunities and increase income thanks to the development of the health sector.
In terms of society, this policy contributes to strengthening the social security system, towards the goal of covering the entire population's health insurance. The Ministry of Health aims to have more than 95% of the population participating in health insurance by 2030.
Regarding the legal system, adjusting and adding subjects to participate in health insurance helps perfect the legal framework, ensuring consistency and synchronization with the social insurance law system, while overcoming current shortcomings.
