The change is made at the social insurance agency (social insurance) based on the data of the health insurance card. In case the information on paper cards and electronic cards is different, information on electronic health insurance cards will be prioritized.
Currently, the health insurance examination and treatment system is divided into 3 professional levels:
Initial level: Health station, general clinic, regional clinic...
Basic level: Some district hospitals and most previous provincial hospitals.
specialized level: End-line hospitals, special-class hospitals, specialties.
Ms. Tran Thi Trang, Director of the Department of Health Insurance (Ministry of Health) said that people should register for initial health insurance examination and treatment at primary facilities near their place of residence, study or work. Limiting registration at the specialized level aims to reduce the burden on large hospitals and enhance the capacity of grassroots health care.
In case the initial health insurance examination and treatment registration (at specialized and basic medical facilities) when examining and treating a disease at a place other than the original registration due to a change in temporary residence or place of stay, the examination and treatment will be at a basic medical facility suitable for the new temporary residence or stay and will be paid by the health insurance fund as in the correct route.
Health insurance participants who change their place of residence for less than 30 days and have declared their residence information according to regulations when receiving medical examination and treatment at a place other than the original registration will receive 100% of the benefits when receiving medical examination and treatment.

These cases must provide updated accommodation information on a level 2 electronic identification account on the VNeID application.
In case of changing temporary residence, the health insurance participant must present to the health insurance examination and treatment facility one of the documents proving information about the change of temporary residence.
