According to the report of the Department of Health, after the Provincial People's Committee issued a decision on the functions, tasks and new organizational structure, the department has improved public service units, completed the financial autonomy plan and submitted for approval the job position plan of affiliated units.
Implementing conclusions and decisions related to the arrangement of public service units, the health sector has developed a plan to end the operation of single-functional health centers, transfer the task of prevention, population, and food safety to commune and ward health stations; at the same time, reorganize multi-functional health centers into regional general hospitals.
The Department of Health is completing the dossier to merge Pho Hien Medical Center into Hung Yen General Hospital and merge My Hao Medical Center into Pho Noi General Hospital, and at the same time developing a project to establish 115 Emergency Center according to a completely autonomous roadmap before 2030. Regarding the specialized orientation, the department proposed to build 3 hospitals that meet the specialized decentralization and establish the Hung Yen Traditional Medicine - Geriatric Medicine Hospital.
At the meeting, departments and branches analyzed difficulties, especially the need to supplement human resources at the grassroots level, standardize infrastructure, equipment and management models to improve the quality of medical examination and treatment. Concluding the working session, the Chairman of the Provincial People's Committee assigned departments and branches to complete the project to build the Provincial General Hospital, calculate the scale and location, and report to the Provincial People's Committee before mid-January 2026.
At the same time, dissolve single-functional health centers, transfer staff to commune health stations, arrange personnel publicly and transparently; reorganize multi-functional health centers according to staff's capacity and wishes. The Department of Health is assigned to guide the organization of commune health stations, build a model of central stations combined with satellite facilities, ensuring effective service for initial medical examination and treatment.
The leaders of Hung Yen province emphasized the need to urgently and streamline the apparatus without interruption in taking care of people's health, while promoting Thai Binh Medical Center to become a modern center for training, research, and medical examination and treatment for Hung Yen province and the Red River Delta.
