Mr. Pham Giang Nam - Director of Dien Bien Department of Health said that one of the major changes in the project is the transfer of 45 commune and ward health stations under the Health Center to the commune-level People's Committee for management.
Leaders of the Commune Health Station (Director and Deputy Director) are appointed by the Chairman of the Commune People's Committee.

Along with that is the dissolution of 7 regional general clinics directly under the Medical Centers: Muong Nhe, Nam Po, Tua Chua, Muong Ang and Thanh An.
Because the commune health stations after the merger have sufficient capacity, facilities and human resources to perform well the initial medical examination and treatment for people in the area.
After dissolution, 42 officials and 90 hospital beds from general clinics in this area will be transferred to the Health Center to focus resources and allocate additional funds to commune health stations.

Dien Bien Department of Health will also reorganize 10 Medical Centers, renaming them General Hospitals (after transferring preventive medicine, population, reproductive health and communication functions to commune health stations).
Instead, the Health Centers only have the function and task of medical examination and treatment.
The Provincial General Hospital will merge a number of specialized departments and divisions, reducing from 8 departments to 7 departments and from 25 departments to 24 departments.
After receiving comments from departments, branches and localities, the Department of Health will complete the Project to submit to competent authorities for consideration.
