Investing in the construction of new projects, upgrading more than 600 medical facilities
The draft Project "Improving the capacity of the Hai Phong city health system to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions, strengthening protection, care and improving people's health" identifies 5 viewpoints, goals by 2030, vision to 2045 and 6 key tasks.
The draft Project clearly states a number of solutions for medical human resources, expected to send about 10,120 people to train with qualifications and professional certificates, enhance expertise for people under 198, attract about more than 5,260 doctors and nursing colleges... Regarding infrastructure, renovate, repair, and upgrade 264 medical facilities, invest in the construction of 368 new medical facilities, attract investment in non-public health care to build 11 new hospitals, 2 nursing homes and 1 high-quality medical human resource training complex combined with hospitals and elderly health care. At the same time, invest in and purchase additional 33,000 missing machinery and medical equipment, purchase additional information technology equipment, management software, etc.
According to the draft action program of the City Party Committee implementing Resolution 72 of the Politburo, the city strives to have 19 doctors/10,000 people; 43 hospital beds/10,000 people by 2030. The health insurance coverage rate reached over 98%; the average height of children and adolescents aged 1-18 increased by at least 1.5 cm; the average life expectancy reached over 75.5 years, of which the number of years of healthy living reached at least 68 years; the vaccination rate in the essential vaccination program reached over 95%. 100% of people receive regular health check-ups or free screening at least once a year. 100% of commune-level health stations are invested in facilities, medical equipment, and human resources according to their functions and tasks. By 2027, commune-level health stations will have at least 4-5 doctors; increase the rate of medical examination and treatment under health insurance at commune-level health stations to over 30%.

Building breakthrough solutions to apply technology to health care
With the above draft, Vice Chairman of the City People's Committee Nguyen Minh Hung suggested that the Department of Health urgently complete the action program and project, ensuring highlights, breakthroughs, and characteristics of the city.

The Department of Home Affairs reviews and advises the city on policies to attract and develop medical human resources, especially spearhead specialties, including housing facilitation, working environment, salary, etc.
The Department of Health closely coordinates with the Department of Finance to carefully appraise the funding sources for the project, balance the city budget, and not let the funding source exceed practical resources. If necessary, funding sources can be divided into stages, prioritizing the implementation of important targets.
