Implementing the new healthcare model, the Cao Xanh Regional General Clinic will stop operating from November 1.
All medical examination and treatment functions and 9 officers, doctors, and technicians of the clinic will be transferred to Quang Ninh Lung Hospital; the remaining 4 workers will be transferred to nearby health stations.
During the last working days at the clinic, in addition to daily health examination and care, the medical staff of the Cao Xanh Clinic urgently completed the report, finalized data on biological products, drugs, consumer chemicals, medical supplies, and facilities to hand over assets.

Ms. Nguyen Ngoc Huong - Head of the Clinic Trade Union Group - said: "Having been here for more than twenty years, I have had many emotions about parting ways. When the COVID-19 epidemic occurred, this was the front line, we examined and treated patients daily and took samples for testing all night to ensure a safe green area in the area".
Transferred to the Lung Hospital, the clinic's operations will still be maintained as here; some specialized activities will gradually be supplemented, and facilities will be invested synchronously. Although on November 1, the Quang Ninh health system officially switched to a two-level model, on November 3 - Monday next week, we will start working at the Lung Hospital.
"During this transfer process, the leaders of the Department of Health requested that the work of examining and caring for people's health not be interrupted. Today (October 31) is the last working day at the clinic, all medical examination and treatment activities are still taking place normally" - Ms. Huong said.
According to the Quang Ninh Department of Health, after the arrangement, the new health organization system of the province has been streamlined and more efficient, significantly reducing the number of focal points and human resources for leadership and management.
Specifically, the whole industry reduced 126 units, including: 1 specialized department under the Department of Health; 1 hospital (Ha Long General Hospital); 8 medical centers (from 13 medical centers to 5 regional general hospitals); reduced 116 commune-level health stations (from 171 to 55 health stations); reduced 3 units in the field of social protection and children.
Reserve medical forces at medical centers are transferred to the grassroots level, helping each health station have 46 doctors, enhancing the capacity for primary health care.
A new point is that health stations are directly managed by the Department of Health, instead of through intermediaries as before, to unify professional processes, standardize operations and strengthen supervision.
In the arrangement roadmap, 7 regional general clinics will be transferred to the following hospitals: Hoanh Mo to Tien Yen Regional General Hospital; Ha Nam, Nam Khe to Quang Yen Regional General Hospital; Mao Khe to Dong Trieu Regional General Hospital; Quan Lan to Van Don Regional General Hospital; Cao Xanh and Ha Tu to Quang Ninh Lung Hospital.
On October 31, the Standing Committee of the Quang Ninh Provincial Party Committee worked with the Party Committee of the Department of Health, requesting the implementation of the arrangement of the health system according to the model of local government at two levels to take place synchronously, in conjunction with Resolution No. 72-NQ/TW of the Politburo; ensuring no interruption of professional activities, no new focal points and no increase in budget salary pay.
