On August 5, information from the People's Committee of Lao Cai province said that Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh signed Official Dispatch No. 7893 to implement Decision No. 1468 of the Prime Minister on assigning targets for health insurance coverage (HI) for the period 2026-2030.
According to the plan, Lao Cai strives to increase the health insurance coverage rate from 97% in 2026 to 97.5% in 2027, 98% in 2028, 98.5% in 2029 and reach 100% by 2030, towards the goal of universal health insurance coverage.
To complete this goal, the Provincial People's Committee assigned the Department of Health to take the lead in coordinating with the Provincial Social Insurance and related units to organize the implementation of tasks, strengthen state management of health insurance, and advise on policies to support contribution levels for groups with low participation rates or at risk of decrease.
Every year, the Department of Health will advise on assigning HI coverage targets to each commune and ward; and at the same time improve the quality of HI medical examination and treatment, promote administrative procedure reform and digital transformation in this field.
The provincial social insurance is assigned to develop a plan to develop health insurance participants, innovate propaganda work, review population data to identify groups that have not participated and propose appropriate mobilization solutions.

In addition, the Department of Finance advises on allocating funds to implement support policies; the education sector and training institutions ensure 100% of students participate in health insurance.
People's Committees of communes and wards are responsible for including HI coverage targets in the annual socio-economic development plan, fully reviewing groups of subjects and coordinating with social insurance agencies to mobilize people to participate.
Chairmen of People's Committees of communes and wards are responsible to the Chairman of the Provincial People's Committee for the results of implementing targets in the area.
The Provincial People's Committee also requested the Provincial Vietnam Fatherland Front Committee and member organizations to promote propaganda and mobilize resources to support people in difficult circumstances to participate in health insurance, contributing to the goal of universal health insurance coverage by 2030.
