The Law amending and supplementing a number of articles of the Law on Health Insurance (HI) No. 51/2024/QH15 ( Law on Health Insurance 2024), passed by the National Assembly on November 27, 2024, is an important step in expanding access to health services and ensuring fairness in health care.
One of the highlights of the Law is the specific regulation of groups of subjects entitled to 100% of health insurance examination and treatment costs, clearly demonstrating the humanity and sustainable social security orientation of the State in the new period.
From July 1, 2025, many groups of subjects will receive 100% of health insurance examination and treatment costs, expanding benefits for people.
According to Point a, b, c, d, dd, e, h, Clause 4, Article 22, the 2024 Law on Health Insurance also expands the rights for patients to go to the doctor for self-treatment not at the place of initial registration but are still paid 100% of expenses in the following cases:
- Medical examination and treatment at a basic or specialized facility is diagnosed and determined to treat some serious diseases, rare diseases, requiring surgery or high techniques according to the regulations of the Ministry of Health.
- Ethnic minorities and poor households living in disadvantaged and especially disadvantaged socio-economic areas, people living in island communes and island districts when receiving inpatient treatment at specialized facilities.
- Medical examination and treatment at primary facilities, boarding at basic levels.
- Basic and specialized medical examination and treatment facilities that have been identified by competent authorities as district-level facilities before January 1, 2025.
- Boarding medical examination and treatment at a specialized medical examination and treatment facility that has been identified by a competent authority as a provincial level before January 1, 2025.
