Ho Chi Minh City is currently the locality with the highest bonus for women who give birth to two children before the age of 35, up to 5 million VND/time. This policy is superior to many other provinces and cities in the country.
According to the new policy, women who give birth to 2 children before the age of 35 in Ho Chi Minh City will receive a one-time bonus worth 5 million VND, an increase from the previous 3 million VND. This is the highest level of cash support currently among localities implementing similar policies.
In addition to direct bonuses for mothers, Ho Chi Minh City also applies health support programs for mothers and newborns in poor households or social protection beneficiaries. Specifically, the city will pay 600,000 VND for prenatal screening, 400,000 VND for newborn screening, and an additional 1 million VND in cash for support.
Ho Chi Minh City also has a bonus policy for collectives to encourage the maintenance of replacement fertility. Communes and wards with over 60% of couples of childbearing age having 2 children for 3 consecutive years will be rewarded with 30 million VND. If maintained for 5 consecutive years, the bonus will increase to 60 million VND.
Compared to Ho Chi Minh City, many other provinces also apply support but at a lower level such as Hau Giang (old): supporting about 1.5 million VND for hospital and screening costs.
In the context of the decreasing birth rate in many large cities, raising the bonus level to encourage women to give birth to 2 children before the age of 35 is expected to contribute to population balance and ensure a working source in the future. With the new support level, Ho Chi Minh City is currently the locality with the highest bonus policy in the country.
