The Food Safety Department (Ministry of Health) has sent a document to the Departments of Health of provinces and cities; Ho Chi Minh City Department of Food Safety and the local Sub-Department of Food Safety and Hygiene on urgently recalling many health protection food products that are fake or do not meet quality standards as announced.
According to the Food Safety Department, this agency has received official letter No. 864/VPCQCSĐT-P3 dated February 13, 2026 of the Investigation Police Agency of the Ministry of Public Security requesting coordination in crime prevention and handling of violations of the law in the food sector.
Initial investigation results show that 67 types of health protection food products are identified as counterfeit goods, violating the provisions of point b, clause 7, Article 3 of Decree 98/2020/ND-CP. In addition, 675 other products do not meet the regulations on ingredients and content of raw materials according to announced standards.
The above products are manufactured or processed by Herbitech Technology Co., Ltd. in the period from 2018 to 2025. This enterprise has its registered headquarters at No. 56 Alley 144 Quan Nhan Street, Nhan Chinh Ward, Hanoi City, and a manufacturing plant in Block 8, Soc Son Commune, Hanoi City.
The Food Safety Department requests localities to urgently review, inspect and coordinate with functional agencies to recall all of the above products circulating on the market. In case of detecting batches of products on the list of violations, units need to organize immediate recalls, and at the same time provide information to the Investigation Police Agency of the Ministry of Public Security for handling according to legal regulations, and report to the Food Safety Department.
In addition, the Food Safety Department also requested units to continue to strengthen post-inspection, inspection and handling of food safety violations, strictly implementing the directions of the Ministry of Health and the Central Inter-sectoral Steering Committee on Food Safety in 2026.
This move is aimed at preventing substandard products from affecting consumer health, while tightening the management of the health protection food market.
In 2025, the Investigation Police Agency of the Ministry of Public Security prosecuted and temporarily detained Pham Vu Khiem - Director of Herbitech Technology Co., Ltd. and three people including Vuong Thi Hoa, Le Thi Hong Van and Bui Thi Thu Ha for the crime of violating regulations on accounting causing serious consequences.
According to the investigation, Herbitech Company used fake test result sheets to produce and put health protection food products on the market.
The expert conclusion of the Institute of Criminal Science of the Ministry of Public Security determined that the two products MEDI KID CALCIUM K2 and Ăn ngon BABY SHARK are counterfeit goods. In addition, the investigating agency is examining 115 other product samples showing signs of counterfeiting.
The investigating agency also determined that the company's leaders directed the creation of two accounting books systems, concealing revenue of more than 121 billion VND, causing damage to the state budget of more than 10 billion VND of value-added tax.
