In recent days, the Department of Health has continued to receive information from people about the August General Clinic showing signs of "faking illness, extorting money". Accordingly, at first, there was a low price for noi bo abortion consultation, but when on the minor bed, the clinic continuously announced that more diseases had arisen, causing costs to skyrocket, with some cases reaching tens of millions of VND, and some cases of miscarriage over 8 weeks, when performing the procedure, the staff deliberately caused a lot of pain for the patient to pack a special package for 26 million VND.
On August 13, 2025, the Department of Inspection and Legal Affairs of the Ho Chi Minh City Department of Health and obstetrics and Surgery experts from the City's hospitals coordinated with the People's Committee of Xuan Hoa Ward to inspect the Thang Tam General Clinic.
At the time of the inspection, the Inspection Team requested the clinic to provide the patient's medical records to clarify related contents. At first, the clinic only provided the Medical records Inspection Team on August 6, 2025 with the diagnosis of "Thai 08 week 03 days, no prescription, no fee collection form for 580,000 VND including examination fees for specialties and tests". At the same time, Dr. L.H.L (a doctor treating patients) explained to the Inspection Team that the patients only came for examination and did not perform the procedure.
However, when the delegation presented the receipts that the patient provided for the services on August 6, 2025, of which 02 were planned fees with the amount of VND 2.8 million and 26 million, more than 1 hour later, the clinic and Dr. L.H.L provided a second medical record (with this patient) recorded on August 7, 2025: "Supporting 08 weeks and 03 days of pregnancy by vacuum aspiration".
For violations of providing medical examination and treatment services beyond the scope of expertise (approved by the Department of Health for the list of abortion techniques up to 7 weeks), in addition to the main penalty of a fine with a maximum penalty, the clinic will also be deprived of the right to use the operating license for a maximum period of 4 months and the right to use the practice certificate of the person responsible for the expertise of the facility will be deprived of a maximum of 3 months.
Ho Chi Minh City Department of Health proposes to increase fines for facilities that have repeatedly violated
According to the records kept at the Department of Health, on January 30, 2024, the Inspectorate of the City Department of Health issued a Decision to administratively sanction Doctor L.H.L (professionally at the General Clinic under H.C General Clinic Company Limited) for 03 acts, including the act of: Directing the use of medical examination and treatment services for profit, the additional penalty is the revocation of the right to use the practice certificate for 03 months.
Previously, also through information from people from the hotline "picking up diseases and extorting money", the Department of Health conducted an inspection and on November 6, 2024, the Department of Health Inspectorate issued a Decision to administratively sanction the Company Limited of Thang Tam General Clinic, for the act of: Providing medical examination and treatment services beyond the scope of expertise (18-week miscarriage), in addition to the main penalty of a fine with a maximum penalty, the clinic will also have its license revoked for a maximum period of 04 months and the right to use the practice certificate of the person responsible for the facility for a maximum period of 03 months.
This is one of the clinics on the "black list" of the Department of Inspection - Legal Affairs (formerly the Department of Inspection) of the Department of Health because it has repeatedly violated the activities with signs of "cing illness, extorting money" from patients, not complying with legal regulations, seriously affecting the rights, health and safety of patients.
The Department of Health recommends adding even more severe administrative sanctions such as revoking the operating license and permanently suspending practice. The Department of Health has transferred the entire file to the Ho Chi Minh City Police for investigation and clarification.
