Viet Sing International General Clinic accused of drawing sickness and paying money for medical examination

Many people reported being shown illnesses and money at Viet Sing International General Clinic (No. 169 Hoang Hoa Tham, Vo Cuong Ward, Bac Ninh Province). Notably, this clinic was previously fined and suspended for profiteering from patients.

Many people report being painted with diseases and extorting money

Mr. Vuong Ha (name changed), born in 1997, residing in Le Chan District, Hai Phong City, said that on June 1, 2025, he went to Viet Sing International General Clinic to undergo circumcision services after being consulted by a person claiming to be "Doctor Minh" via Zalo. This person said that the service cost is only over 2 million VND if there is inflammation.

After the test, the person wearing the nameplate, Dr. Le Anh Tuan, diagnosed Mr. Ha with having to undergo minor surgery, and then consulted with 3 minor surgery packages ranging from 4.8 to 8.8 million VND. Although choosing the lowest package of 4.8 million VND, Mr. Ha was still asked to pay an additional 2 million VND for acne burning services and 1 million VND for medicine, bringing the total cost to more than 8.5 million VND, 4 times the initial price advised.

Notably, according to the reflection, after the minor surgery, even though the medicine had been paid, the clinic still did not provide medicine to Mr. Ha. What made Mr. Ha more worried was that after researching, he discovered that the doctor who directly operated on him - Dr. Le Anh Tuan - did not have the expertise of urology or urology, but was a doctor specializing in gastroenterology.

In another case, Mr. Minh Khoi (name changed), born in 1994, also residing in Hai Phong City, reported that the above clinic showed signs of "denying illness, being forced to provide services and deliberately prolonging treatment to collect more money".

According to Mr. Khoi, he went to the clinic on the afternoon of May 29, 2025 for early elimination. After performing tests with a total cost of more than 1.1 million VND (the results did not clearly state the diagnosis), the doctor told him that the reason was due to problems with the constipation and had to be treated.

Although he had performed this service before, the doctor still confirmed that he had not thoroughly treated and consulted 3 tricuspid surgery packages from 3.8 to 7.8 million VND. Mr. Khoi chose a package of 5.8 million VND, but the total cost to pay was pushed up, including ngoai ray chieuction, vaccination, and medicine.

After the minor surgery, the clinic did not hand over the medical examination book, forcing him to re-examine 5 times to get his medical records back. For each check-up, Mr. Khoi was asked to pay an additional 600,000-700,000 VND for similar services. Only after Mr. Khoi reacted, did the clinic return a part of the documents. Mr. Khoi said that he then suffered pain and could not function normally after the minor surgery.

The same is true of Mr. Van Doan (name changed), Tan Chi commune, Bac Ninh. On September 29, 2025, the Department of Health of Bac Ninh province received a complaint from Mr. Doan about Viet Sing International General Clinic showing signs of fraud, drawing up diseases, not having diseases but concluding that there were diseases to collect money. Mr. Doan recommended that the Bac Ninh Department of Health intervene to verify, clarify and strictly handle any violations.

Fining the clinic, revoking the certificates of 2 doctors

Information from the Department of Health of Bac Ninh province said that, based on Mr. Doan's complaint, on October 23, the Department of Health of Bac Ninh province coordinated with the Bac Ninh Provincial Police to establish a surprise inspection team to inspect Viet Sing International General Clinic.

During the inspection and verification process, the Inspection Team discovered that Viet Sing International General Clinic had some shortcomings and violations.

In particular, it was determined that Dr. Le Anh Tuan's diagnosis and treatment of patient Van Doan was not in accordance with the professional document "Instructions for diagnosis and treatment of certain diseases of the kidneys - urine" in Decision No. 3931/QD-BYT dated September 21, 2015 of the Ministry of Health.

The Department of Health of Bac Ninh province has imposed a total administrative fine of 27 million VND on Viet Sing International General Clinic. At the same time, the right to use the medical examination and treatment practice certificate was revoked for 2 months for doctors Le Van Hot and Le Anh Tuan. Suspend medical examination and treatment activities for 2 months for the Department of Surgery.

It is known that previously, in 2024, the Inspectorate of the Bac Ninh Department of Health administratively fined Viet Sing International General Clinic a total of 113 million VND.

revoking the right to use the license to operate medical examination and treatment for a period of 3 months; revoking the right to use the medical examination and treatment practice certificate of the person responsible for the facility for a period of 2 months due to administrative violations: Directing the use of medical examination and treatment services for personal gain; signs that do not have enough basic information as prescribed.

The clinic also did not fully list the prices of medical examination and treatment services. In particular, providing medical examination and treatment services beyond the scope of expertise stated in the medical examination and treatment license.
