On April 23, Dr. Ta Manh Hung, Deputy Director of the Department of Drug Administration (Ministry of Health) sent a document to the Department of Health of provinces and centrally run cities; Cosmetic production, announcement and import facilities on strengthening inspection and handling of violations in the production and trading of cosmetics.
Recently, the Drug Administration of Vietnam and the Departments of Health have discovered many violations in the production and trading of cosmetics such as: production at unqualified facilities, ingredients not in accordance with published documents, changes to published information without approval, failure to store and provide product documents when inspected. In addition, on e-commerce platforms and social networks, there are cases of selling hand-carried, fake, unlicensed cosmetics; advertising false information about the uses, causing misunderstandings about drugs, using images of doctors and nurses against regulations.
To protect consumer rights and improve the effectiveness of post-msg cosmetic inspection, the Drug Administration requires: The Departments of Health of provinces and cities strengthen inspection and examination of the production and trading of cosmetics, especially the recall of violating products and changes of unreported business addresses.
Closely coordinate with Steering Committee 389, Market Management and related sectors to inspect cosmetics on e-commerce platforms and social networks, promptly handle counterfeit, unknown origin, and untrue advertising.
Strictly punish according to regulations, recall and destroy violating cosmetics, and transfer them to criminal investigation agencies if there are signs of crime.
For organizations and individuals producing, importing and distributing cosmetics in accordance with the provisions of Circular 06/2011/TT-BYT, declare honestly, maintain complete product records; Not producing at facilities that do not meet the conditions, ensuring the ingredients are in accordance with the published documents; Only circulating licensed products, responsible for product quality and safety.
