On April 24, in Hanoi, Central Party Committee member, Deputy Prime Minister Le Thanh Long chaired a meeting of Working Group No. 3 on inspection, urging, removing difficulties and obstacles, and promoting disbursement of public investment capital in 2025.
Reporting at the meeting, Deputy Minister of Finance Tran Quoc Phuong said that the total State budget investment plan for 2025 assigned by the Prime Minister to 13 ministries, agencies and localities under Working Group No. 3 is more than 165,000 billion VND, accounting for about 20% of the total state budget investment plan of the country.
In which, as of the reporting time, there is still 1 locality in Ho Chi Minh City that has not fully allocated the capital plan.
The disbursement estimate as of March 31, 2025 of ministries, central and local agencies under Working Group No. 3 reached 4.69% of the plan, lower than the national average. Only the Ministry of Justice and Ba Ria - Vung Tau province have a disbursement rate higher than the average.
Recognizing the shortcomings in disbursement, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the reason for not allocating all capital is because newly started projects have not completed investment procedures, so they are not eligible for capital allocation. However, up to now, the procedures have been completed and the capital allocation has been completed.
Ho Chi Minh City leaders added that due to being assigned additional medium-term capital, there was a delay in capital allocation at the beginning of the year.
"The city has identified the backlog in disbursement. By the end of May will review and overcome to ensure the progress of or higher than the national average," Mr. Bui Xuan Cuong said and committed to the end of the second quarter/2025 will reach the disbursement rate of 30%. Currently, Ho Chi Minh City People's Committee has assigned a single unit to direct the disbursement.

Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha said that every 2 weeks, the province issues disbursement, online to the commune level. Provincial leaders came down to directly reward the construction site for the construction unit that exceeded the schedule.
Recognizing the commitments of localities, the Deputy Prime Minister noted that according to reported data, the disbursement situation of ministries, agencies and localities under the inspection of Working Group No. 3 is not good, affecting the whole country.
So far, the average disbursement rate has only reached 4.69%, lower than the national average. Of which, the Ministry of Health reached 1.64%, Ho Chi Minh City reached 3.38%.
According to the Deputy Prime Minister, the delay in disbursement and failure to spend money is mainly due to subjective reasons of ministries, agencies and localities.

The Ministry of Justice needs to focus on completing the items of the Hanoi Law University Project 2 in Bac Ninh, striving to inaugurate and other projects throughout the country on the occasion of the National Day 2.9, the 80th anniversary of the founding of the country.
The Ministry of Health focuses on completing the second facility project of Viet Duc and Bach Mai Hospitals in Ha Nam before November 30, 2025. The immediate task is to immediately strengthen the project management board and highly focus human resources on the construction of these two projects.
