On the morning of April 29, at the 22nd session, 100% of the City People's Council delegates present voted in favor of the policy of arranging commune-level administrative units of Hanoi City with 126 communes and wards.
Previously, presenting a report on this content, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the City People's Committee Le Hong Son said that the arrangement plan was made to ensure caution, thorough, scientific, and have appropriate, tight, compliance with the law, ensuring the overall, synchronous and unity in the political system.
For commune -level administrative units, it is expected to be established under the plan, ensuring a harmonious combination of inheritance, stability with development innovation, long -term vision. At the same time, the scale of the new commune -level administrative units has ensured the goal of the scale suitable to the ability to manage, manage and capacity, management, administration and implementation level of the grassroots cadres and civil servants, creating a premise to promote the potential, advantages and expansion of local development space, meet the goals and requirements of the socio -economic development strategy of the Capital; As a basis for promoting decentralization, decentralization, strengthening autonomy and self -responsibility of the grassroots local government.
The arrangement of commune-level administrative units of Hanoi City in 2025 will contribute to perfecting the institutions of administrative units, operating effectively and efficiently; promoting all resources to promote socio-economic development, improving people's lives; ensuring national defense and security; maintaining political security and order, social safety, ensuring the development goals of the Capital.
In particular, the results of implementing the steps in the implementation process show that the plan to reorganize commune-level administrative units in Hanoi has received the attention, support and high consensus of voters in the capital, People's Councils of communes and towns, People's Councils of districts, towns and cities of the city.
Of which, the arrangement plan reached 2,010,914 votes in favor, a rate of 97.36%. Household voters' opinions on the name of the unit are expected to reach 1,987,829 votes in favor after the arrangement, a rate of 96.28%. There are 38 communes with a rate of 100%.
The above results demonstrate the high consensus of voters and people with the plan to reorganize commune-level administrative units of Hanoi City in 2025.
However, there are still 2.41% of voters representing households who do not agree with the plan for the name of the administrative unit after the merger (the unit with the lowest percentage of voters agreeing with the name of Dan Phuong, Hoai Duc, My Duc, Thanh Tri districts is from 82% to under 93%).
The delegates suggested that in the coming time, the city should recommend to the Central Government to reorganize the apparatus, arrange appropriate staff, so that after the arrangement, the apparatus can be put into effective, quality, and uninterrupted operation.
