Vietnam enters the group of high-middle-income countries

Vietnam's GDP per capita in 2025 is about 5,000 USD, entering the group of middle-income countries.

On the afternoon of October 12, at the National Convention Center (Hanoi), after a rote session in the morning, the 1st Government Party Congress, term 2025-2030, held an afternoon session.

In the working session on the afternoon of October 12, the Congress organized 15 groups to discuss the draft documents of the Congress and the draft documents to be submitted to the 14th National Party Congress. Politburo member and Prime Minister Pham Minh Chinh attended the No. 1 discussion group with 33 delegates.

Delegates in the discussion groups assessed that the documents submitted to the Congress have been seriously, methodically, scientifically, intellectually, democratically and in accordance with regulations; comprehensively, objectively, practically and updated, supplementing many contents according to the new guiding ideology of the Central Committee, the General Secretary, key leaders, and leaders of the Party and State.

In the 2020-2025 term, the two Party Committees of the Bloc, the Government Party Committee and the Party Committee, the Standing Committee of the Government Party Committee (from February 2025 to present) have focused on leading and directing the strict implementation of the Resolution and Directive of the Central Committee, comprehensively, synchronously and effectively implementing all aspects of Party building work; innovating leadership and management methods; maintaining discipline and order; strengthening inspection, supervision, prevention and control of corruption, waste, negativity and mass mobilization work, especially mass mobilization of the government.

According to Central Party Committee member and Minister of Education and Training Nguyen Kim Son, in the recent term, the Government and the Prime Minister have made efforts, determined, and resolved many backlogs over many terms, demonstrating the spirit of not avoiding and not fearing difficulties, contributing to unlocking development resources.

Deputy Minister of Education and Training Pham Ngoc Thuong also said that Prime Minister Pham Minh Chinh has repeatedly emphasized the spirit of directing the assignment of work to be "clear 6: Clear people, clear work, clear time, clear responsibilities, clear authority, clear products". In reality, the application of this very high action motto has brought high efficiency to many agencies and units.

Regarding the results of 5-year socio-economic development in the period of 2020-2025, delegates said that in the context of many difficulties, challenges, and many unprecedented issues, thanks to the efforts of the entire political system and people under the leadership of the Party, we are expected to achieve and exceed 22/26 socio-economic targets mainly for the period of 2021-2025, in which all social targets will be completed; in the years 2024-2025, we will achieve and exceed all 15/15 key socio-economic targets.

Some outstanding results, Vietnam's GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to 510 billion USD in 2025, increased by 5 ranks, ranked 32nd in the world and 4th in the ASEAN region; GDP per capita was 1.4 times higher, increased from 3,552 USD to about 5,000 USD, entering the group of high-middle-income countries.

The macro economy is basically stable, inflation is controlled at about 4%/year. State budget revenue for the period 2021-2025 is estimated at 9.6 million billion VND, 1.36 times higher than the period 2016-2020 and exceeding the set target (8.3 million billion VND). The total amount of exemptions, reductions, and extensions of taxes, fees, charges, land rents, and water surface rents is about 1.1 million billion VND. The total increase in state budget revenue and expenditure savings is about 1.57 million billion VND.

Total social investment capital reached VND 17.3 trillion, equivalent to 33.2% of GDP. Total public investment capital for the 5th period of 2021-2025 (including the socio-economic recovery and development program) reached VND3.4 million billion, an increase of 55% over the 2016-2020 term.
