In the 2025-2026 school year, more than 20 million students will officially enjoy a policy of support of at least 50% of the health insurance premium from the state budget. This is an important new point in Decree No. 188/2025/ND-CP of the Government, effective from July 1, 2025.
In the 2024-2025 school year, the health insurance participation rate of students will reach 98.4%, equivalent to more than 20.8 million students. In the first 6 months of 2025 alone, the health insurance fund has paid over VND2,075 billion to 4.3 million students for medical examination and treatment. Many cases of serious illnesses such as cancer, kidney failure, cardiovascular failure, etc. have been funded with hundreds of millions to billions of VND, helping them continue their studies.
According to the new regulations, each student must only pay a maximum of about 631,800 VND/year, a decrease of nearly 253,000 VND compared to before. This means that the state budget is sharing half of the cost with more than 20.5 million students nationwide.
From July 1, 2025, students participating in health insurance will receive at least 50% state support of the contribution level and will be guaranteed many practical benefits when examining and treating patients, especially during times of illness and disease.
Students who go for medical examination and treatment at the right address (at the place of initial registration stated on the card or according to a valid referral letter and complete all procedures) will be covered by the health insurance fund from 80% to 100% of the cost. Of which, the following 4 cases are paid 100% of medical examination and treatment costs:
Firstly, when examining and treating diseases at primary health facilities, including health stations, family medicine clinics, military-civilian medicine clinics, clinics under district-level health centers, agencies, units, and organizations, as well as primary health facilities under the military and police forces, as prescribed by the Ministry of National Defense and the Ministry of Public Security.
Second, when receiving outpatient treatment at a regional general clinic.
Third, if the total cost of medical examination and treatment is 15% lower than the basic salary at the time of the examination.
Fourth, when participating in health insurance for 5 consecutive years or more and the amount of money paid in the year exceeds 6 months of the basic salary.
The new policy not only reduces the financial burden on parents and learners, but also encourages students to participate in health insurance fully, ensuring long-term health care benefits.
