Deputy Minister of Health Do Xuan Tuyen signed and issued Decision No. 1644/QD-BYT announcing 3 administrative procedures that have been amended and supplemented in the field of food safety.
Accordingly, the Ministry of Health implements decentralization and delegation of power over the procedure "Registering advertising content for health protection foods" (administrative procedure code 1,006.424). From July 1, 2026, the authority to resolve this procedure will be completely transferred from central agencies to the Chairman of the Provincial People's Committee.
Dr. Chu Quoc Thinh - Director of the Food Safety Department (Ministry of Health) - said that to date, 16 out of a total of 19 administrative procedures in the field of food safety managed by the Ministry of Health have been decentralized to localities.
In addition to decentralizing administrative procedures, the Ministry of Health also continues to simplify two procedures related to health protection foods, including: registration of the declaration of imported products and registration of the declaration of domestically produced products.
According to new regulations, from July 1, 2027, requirements related to mixed food additives with new uses or additives not on the list of permitted uses of the Ministry of Health in the above two procedures will be abolished.
Instead, the management of food additives will be carried out through the list of additives allowed to be used according to international practice. Functional agencies will periodically review, update and supplement the list in accordance with the development practices of the food industry.
The amendment and implementation of 3 administrative procedures this time shows the determination of the Ministry of Health in promoting administrative procedure reform, simplifying business conditions and strengthening decentralization and delegation of power according to the Government's policy.
Dr. Chu Quoc Thinh also said that the orientations for administrative procedure reform in the field of food safety, and at the same time introduced the contents being researched and developed in the draft Law on Food Safety (amended) and the Government's Project on a single focal point for food safety management.
