According to the provisions of the 2025 Law on Disease Prevention, effective from July 1, 2026, some subjects when entering, leaving or transiting Vietnam will be required to carry out medical quarantine at border gates to prevent and control the risk of spreading infectious diseases.
The 2025 Law on Disease Prevention promulgated by the National Assembly clearly stipulates that health quarantine is the implementation of necessary medical measures to detect and prevent the entry and transmission of infectious diseases through border gates.
Subjects subject to health quarantine at border gates
According to the law, medical quarantine is applied to the following subjects:
People entering, exiting, and transiting Vietnam;
Vehicles entering, exiting, and transiting Vietnam;
Goods imported, exported, and transited from Vietnam;
Bodies, remains, ashes, specimens, tissues and human body parts were transported across the Vietnamese border.
Content of health quarantine
The content of health quarantine at the border gate includes:
Collect information related to health quarantine subjects and the epidemic situation in the world;
Implement health declaration according to regulations;
Medical observation, including direct and indirect observation.
In addition, medical examination activities are also being implemented, including checking documents and information related to health and actual inspections in necessary cases.
The actual inspection is applied when a subject originates from or passes through a country or territory that records a case of group A infectious disease or some group B infectious diseases requiring medical isolation; or when the subject is infected, suspected of having the disease, carrying or showing signs of carrying infectious agents.
Isolation and medical treatment at border gates
In case of detecting subjects subject to medical quarantine being infected or suspected of infectious diseases, or carrying pathogens, functional agencies will apply medical isolation measures to implement measures to prevent and control infectious diseases right at the border gate.
In addition, if a declaration is received from the vehicle owner or there is clear evidence showing that the subject is subject to medical treatment, isolation will be carried out immediately according to regulations.
Measures to prevent and control infectious diseases
The 2025 Law on Disease Prevention also stipulates a system of measures for preventing and controlling infectious diseases, including:
Monitoring, reporting, assessing risks, warning of epidemics;
Investigate and handle outbreaks, zone, control and prevent the spread of epidemics;
Implement medical isolation, medical quarantine;
Use vaccines and biological products in disease prevention;
Ensuring biosafety and biosecurity in testing;
Organize emergency care, medical examination and treatment, disinfection and personal protection measures;
Other epidemic prevention and control measures according to the decision of the Minister of Health, in accordance with the actual situation.
