Employing high quality human resources
Resolution No. 57 sets out 7 key tasks and solutions to create breakthroughs in science and technology (S&T) development, innovation (I&C) and national digital transformation.
Including the task of developing and making good use of high-quality human resources and talents; Increasing investment, innovation, and improving the quality of education and training; Having attractive mechanisms and policies on credit, scholarships, and tuition fees to attract excellent students to study in the fields of mathematics, physics, biology, chemistry, engineering, and key technology, especially at postgraduate levels; Building and implementing talent training programs in various fields; Issuing special mechanisms to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam.
There are special mechanisms for naturalization, home and land ownership, income, and working environment to attract, employ, and retain leading scientists and experts...
Minister of Education and Training Nguyen Kim Son said that in order to improve the quality of human resources and attract talent, the education sector will continue to innovate training programs, develop a team of lecturers and scientists with the capacity to teach basic sciences, semiconductor chip technology, microchips, and key technologies. The sector will strengthen cooperation with prestigious international universities, innovate training programs according to international standards, modernize teaching methods and apply advanced technology, especially artificial intelligence. The education sector identifies this as an important task, because every breakthrough must start with people and human resources.
According to the Minister, 2025 will be the starting year, the year focusing on organizing the implementation of the Education Development Strategy for the period up to 2030, with a vision to 2045, in order to soon achieve the goals set by the Strategy, contributing significantly to bringing the country into a new era.
Innovation in training programs
At the University of Finance and Marketing, Associate Professor, Dr. Phan Thi Hang Nga - Head of Training Management Department - said that the school aims to develop training activities towards diversifying occupations, diversifying training types and international integration to meet the requirements of providing high-quality human resources with creative and leadership capacity in the digital economy, digital society and international integration.
"In addition to the knowledge in the training program, students are equipped with additional practical topics such as: Building and developing corporate strategies; AI, Big Data and Data Analysis in business: Customer management on digital platforms; Marketing methods on digital data; Logistics optimization using artificial intelligence (AI) and big data (Big Data)..." - Associate Professor, Dr. Phan Thi Hang Nga emphasized.
Associate Professor, Dr. Tran Thien Phuc - Vice Principal of Ho Chi Minh City University of Technology - Vietnam National University - said that the quality of human resources is trained according to the needs of the labor market at each stage.
For example, 20-30 years ago, our country's science and technology level was not too high, we also established many universities, at that time training focused on how to make students able to work after graduation, not requiring high-quality human resources.
However, in recent years, following the Government's directions, we have promoted access to areas such as: Digital Economy, Digital Transformation, Nuclear Technology, Semiconductors... these are areas that require higher human resources and universities have just built training programs to suit the labor market.
According to Associate Professor Dr. Tran Thien Phuc, to build a high-quality human resource training program, schools can refer to the training programs of each major at famous universities, thereby building appropriate output standards, meeting the requirements of training high-quality human resources; schools can also choose reputable accreditation units, because during the accreditation process, this unit will clearly indicate to the school what is lacking in the training program.
"At the University of Technology, the school builds its training program based on references from major universities around the world. At the same time, the school also selects international standard accreditation organizations," said Associate Professor, Dr. Tran Thien Phuc.
