Focus on solving the problem of high airfares
On January 13, the Government Office announced that the Government has just issued Resolution 01/NQ-CP on implementing the Socio-Economic Development Plan and State Budget Estimates for 2025.
Accordingly, the Government requires continuing to promote industrial restructuring towards modernization, in-depth development, improving productivity, quality, added value and competitiveness of products of advantageous industries. Prioritizing the development and mastery of new technologies, emerging industries and sectors such as chips, semiconductors, artificial intelligence, etc.
Effectively implement the Semiconductor Industry Development Strategy. Strongly develop supporting industries, strengthen linkages between foreign-invested sectors and domestic sectors.
Continue to improve the capacity of design, construction, and management of modern, complex, large-scale projects, and prepare resources well so that domestic contractors are capable of participating deeply and implementing key projects such as the North-South high-speed railway, railway lines connecting to China, and nuclear power projects.
Promote decentralization to localities in project appraisal, design, cost estimates, and removal of legal obstacles in project implementation.
Focus on resolving bottlenecks in tourism infrastructure, especially overload at airports and high airfares; improve infrastructure and quality of railway services for tourists.
Publicize and transparently disclose information and strengthen monitoring, evaluation, inspection, examination, prevention and combat of corruption, loss and waste in public investment.
Consider piloting hiring foreign executives
The Resolution clearly states that it is necessary to improve the investment efficiency and operation of state-owned enterprises in a comprehensive, transparent, effective, and sustainable manner, ensuring that it is commensurate with the resources held through governance innovation, optimizing production methods, and improving the quality of human resources.
Focus on innovating personnel work, recruiting and hiring high-quality human resources; consider piloting the hiring of foreign executives and business leaders who are not party members; develop appropriate compensation and salary mechanisms and policies.
Focus on organizing and implementing the approved Enterprise Restructuring Project for the 2021-2025 period, ensuring publicity, transparency, compliance with content, plans, progress and legal regulations to create a strong shift in restructuring state-owned enterprises.
Strengthen management, improve efficiency in use, exploitation and handling of real estate of state-owned enterprises in accordance with the provisions of the law on land, the law on management and use of state capital invested in production and business at enterprises and related laws.
Resolutely direct and thoroughly handle outstanding and long-standing issues, especially the issuance of bonds, stocks, and issuance guarantees by enterprises and related organizations.
Focus on reviewing and thoroughly removing difficulties and obstacles of projects to maximize the remaining resources for growth and development.
Effectively deploy the Steering Committee on reviewing and removing difficulties and obstacles related to projects and the National Assembly's Resolution on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.
Urgently research and issue a number of breakthrough mechanisms and policies to resolve outstanding and complicated issues that cause loss and waste.
