The Ministry of Construction proposed a series of solutions to the Government to ensure supply and demand, stabilize gasoline and oil prices, freight rates for goods and passengers.

In the report on the impact of fuel price fluctuations on transportation and construction investment sectors sent to Deputy Prime Minister Bui Thanh Son, the Ministry of Construction said that in the face of the tense developments of military conflict in the Middle East, rising gasoline and oil prices have affected a series of transportation and construction investment sectors such as: aviation; maritime and waterway; roads; railways; construction investment.

Specifically for the road sector, the increase in gasoline prices has caused transport businesses to adjust to increase freight rates, affecting logistics costs and commodity prices.

According to statistics, 7 provinces and cities increased sharply by over 30%, especially some provinces increased by up to 50% (Ninh Binh); 11 provinces/cities increased prices by an average of 10% - 30%,...

To ensure supply and demand and stabilize gasoline and oil prices, freight rates for goods and passengers, the Ministry of Construction proposed that the Government continue to direct the implementation of "urgent solutions to respond to the ongoing conflict in the Middle East", focusing on solutions to diversify crude oil supply sources for oil refineries to maintain operations to ensure domestic gasoline and oil supply; Continue to establish a high-level working mechanism with countries in the region (such as Thailand, China) to create conditions for Vietnamese businesses to implement Jet A-1 fuel purchase contracts that have been signed as well as future purchases.

The Ministry of Construction also proposed that the Ministry of Industry and Trade continue to direct oil refineries and gas processing plants to have plans to expand input material sources to maintain operations and ensure domestic gasoline and oil supply; Direct gasoline and oil businesses to have plans to prioritize fuel supply to key transport and construction enterprises in case of fuel supply shortages that do not meet domestic demand.

With the Ministry of Agriculture and Environment, the Provincial People's Committee, and the Ministry of Construction, it is proposed to have solutions to shorten administrative procedures to create conditions for businesses to increase capacity and open new coal mines to increase domestic coal supply.

The Ministry of Construction proposed that the State Bank of Vietnam have financial support policies, increase credit limits, and increase L/C guarantees to support businesses importing gasoline, oil, and crude oil to ensure supply for the domestic market.

Along with that, the Ministry of Construction proposed that the Ministry of Finance study and propose to competent authorities to consider a plan to reduce special consumption tax and environmental protection tax on gasoline and oil products for a suitable period to respond to the situation of world gasoline and oil prices; continue to study mechanisms to support taxes and fees related to transport enterprises such as reducing 50% of take-off and landing fees, air traffic control in the aviation sector; exemption and reduction of entry and exit fees for inland waterway ports and wharves for inland waterway vehicles. Consider adding fuel for transport activities to the list of goods eligible for VAT reduction from 10% to an appropriate level.

The Ministry of Construction is committed to continuing to direct agencies and units under the Ministry and Departments of Construction in localities to strengthen monitoring of fuel price developments and impacts on transport service prices, promptly summarize, report and propose appropriate management solutions to limit negative impacts on transport activities and people's lives; Strengthen inspection and supervision of the declaration, listing and adjustment of transport freight rates of transport enterprises, ensuring that freight rate adjustments are consistent with input cost fluctuations, public, transparent and comply with legal regulations,...

The Ministry of Construction said it will continue to coordinate with ministries, branches and localities to monitor the operational situation of transport enterprises, promptly remove difficulties and obstacles arising in the transportation operation process due to the impact of fuel price fluctuations and international situations.
