The latest typhoon news on the afternoon of July 13th from Xinhua News Agency said that Shenyang city, the capital of Liaoning province, northeastern China, issued a red warning for floods and raised the level of emergency flood response to the highest level since the morning of the same day when Typhoon Bawei moved to northern China, bringing torrential rain to the city.
The Shenyang city weather agency forecasts that heavy rain caused by Typhoon Ba Vi will continue to pour down on the city until July 14, with accumulated rainfall from 60 to 160mm. Heavy rain poured down on the central area of Liaoning province from 8 pm on July 12.
Five provincial-level cities in Liaoning province have temporarily suspended schools and businesses on July 13 to minimize the risk of flooding. In Shenyang, heavy rain caused flooding on roads in many inner districts. Some subway station entrances have been temporarily closed for safety reasons.
Water levels in major rivers, including Liaohe, Hunhe and Taijihe, have risen significantly due to heavy rain. At 6 am on July 13, 13 cities in Liaoning province activated emergency flood response measures. A total of 171,412 residents were evacuated, mainly residents of Fuchun city.
Shenyang Railway Group of China has adjusted train schedules and temporarily suspended many services from 8 pm on July 12 to 10 am on July 13 to ensure safety.

In Jilin province, many cities temporarily suspended school and traffic operations from the morning of July 13 after heavy rain poured down on the central and eastern regions of the province. Traffic restrictions are widely applied. At Jilin city railway station, high-speed train services are expected to resume from July 16, while other regular trains will be gradually restored afterwards.
Also due to the impact of Typhoon Ba Vi, some areas in Gansu province, northwest China are preparing to respond to heavy rain forecast from the afternoon of July 13 to July 14. The local weather forecast agency forecasts heavy rain in the capital Lanzhou and Hunlin Autonomous Region, with localized accumulated rainfall from 60 to 100mm.
This new rain is expected to increase the risk of flash floods, geological disasters and urban flooding. Local authorities have issued blue flood warnings and yellow geological disaster warnings. China applies a 4-level color warning system, in which red is the most serious condition, followed by orange, yellow and blue.
Typhoon Ba Vi made its first landfall in Yuhuan city, Zhejiang province, China at about 11:20 pm on July 11. After that, Typhoon Ba Vi circled out to sea and made its second landfall in Yue Qing city about 20 minutes later. After entering inland China, Typhoon Ba Vi continued to move northwest.
