In the early morning of April 20, unmanned aerial vehicles (UAVs) believed to be from Ukraine launched an attack targeting the Tuapse oil refinery in Krasnodar Krai, southern Russia.
This is Kiev's latest effort to disrupt Moscow's financial resources for the war in the context of complicated conflict.
Many media channels on Russia's Telegram quoted local people as saying that they heard many loud explosions coming from this seaport area.
Videos shared on social networks show huge columns of fire rising from the scene. Preliminary reports indicate that at least two fuel tanks at the oil refinery were burning fiercely.
Initial statistics from the Governor of Krasnodar Krai - Mr. Veniamin Kondratyev - confirmed that the attack occurred in the Tuapse seaport area. He also added that the incident killed one person and injured another, but did not specify the specific target hit.
The Tuapse oil refinery, belonging to the national oil and gas group Rosneft, is one of the 10 largest oil refineries in Russia with a treatment capacity of about 12 million tons of crude oil per year. This is an important link in Russia's energy infrastructure system, especially when its location is only about 75km northwest of Sochi city. The suspension of operation of this facility is expected to cause significant impacts on Russia's fuel export capacity in the near future.
In recent months, Ukraine has significantly increased the frequency of attacks targeting Russia's oil infrastructure to reduce energy revenue - which is soaring due to rising world oil prices after military upheavals in Iran.
President Volodymyr Zelensky said that long-range attacks on oil and gas infrastructure have caused Russia to lose at least 2.3 billion USD in March alone. These attacks, combined with measures to prevent oil tankers from belonging to the "dark fleet", have neutralized about 40% of Russia's oil export capacity.
Despite infrastructure damage, the Russian economy still shows complex signs. On April 14, the International Monetary Fund (IMF) raised Russia's growth forecast for 2026 by 0.3% thanks to energy prices remaining high. The IMF currently forecasts that the Russian economy will grow by about 1.1% in 2026.
However, observers believe that if attacks on oil refineries such as in Tuapse continue to take place with high efficiency, pressure on the Kremlin's defense budget will become greater and greater.
