Based on the tie and appearance in the video, it is likely that the incident occurred right before or after his key speech at the United Nations General Assembly.
The video also recorded security personnel coordinating with local police to clear the road. After the path was cleared, Mr. Lee Jae Myung and the delegation quickly walked along the sidewalk.
According to the video's description, President Donald Trump appeared about 5 minutes after Lee Jae Myung left. The footage also shows Trump waving his hand at people from the back seats of the convoy.
President Lee Jae Myung returned to Seoul on the evening of September 26 after a 5-day working trip, including a key speech at the United Nations General Assembly.
This is not the first time a foreign leader has visited New York and has been stuck because of Mr. Trump's convoy.
Previously, on September 22, French President Emmanuel Macron also had to stop while traveling in New York for Mr. Trump's convoy.
At that time, Mr. Macron was said to have called Mr. Trump directly and said: "How are you? Please, I am waiting on the road here. All roads are blocked because of him. Finally, Mr. Macron had to walk for more than 30 minutes to get to the French Embassy in New York.
During the United Nations General Assembly session, Turkish President Recep Tayyip Putin was in a similar situation.
A video recording the incident shows Putin, surrounded by his assistant and security forces, expressing his discomfort when travel was obstructed by Trump's convoy.
