Consistent, inherited and innovative foreign policy
The Foreign Policy Strategy of the 14th National Congress is a part of the overall Party's policy, inheriting the tradition of foreign affairs and diplomacy of the nation and the core contents throughout previous congresses. At the same time, this policy reflects the new position and strength of the country after 40 years of Doi Moi, with breakthrough thinking innovations to meet development requirements in the new era.
The documents of the 14th Party Congress continue to affirm the consistent implementation of the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization, and diversification of foreign relations. The overarching goal is to ensure the highest national and ethnic interests on the basis of the basic principles of international law and the United Nations Charter, equal and mutually beneficial cooperation; and at the same time proactively contribute to peace, friendship, cooperation and development with the spirit of being friends, reliable partners, and active and responsible members of the international community.
Foreign affairs are implemented on the principle of ensuring the leadership of the Party, unified management of the State, and synchronous combination between Party foreign affairs, State diplomacy and people-to-people diplomacy.
The major orientations identified include: Bringing relations with partners into depth, stability and substance; proactively and actively integrating internationally comprehensively, deeply, and effectively; promoting diplomacy to serve development, focusing on economic diplomacy; resolutely and persistently protecting sovereignty and territorial integrity; raising the level of multilateral diplomacy; building a united and strong Community with ASEAN countries...
New points in foreign policy
In addition to core contents, the 14th Party Congress added many important new points in foreign policy. First of all, it emphasizes the goal of "developing foreign affairs in the new era, commensurate with the historical, cultural and position of the country".
The 14th Congress also supplemented the viewpoint of "strategic autonomy", "self-reliance" as an important direction. This viewpoint stems from the ideology of the Party and President Ho Chi Minh, affirming that internal strength plays a decisive role, while external strength from solidarity and international cooperation plays an important role; and at the same time is suitable for the current complex international context and the reality of the Vietnamese revolution.
In particular, the Document of the XIV Congress clearly affirms that foreign affairs and international integration are "important and regular tasks".
Foreign affairs expresses the new mindset and aspirations of the Vietnamese nation
According to Politburo Member, Minister of Foreign Affairs Le Hoai Trung, entering a new era, foreign affairs must show the new mindset and aspirations of the Vietnamese nation after 40 years of Doi Moi, contributing to the implementation of the two 100-year goals set by the Party, towards the aspiration to bring Vietnam "on par with the five continental powers".
Accordingly, foreign affairs need to continue to contribute to maintaining a peaceful environment, proactively identifying and resolving conflict risks, protecting the Fatherland early and from afar; consolidating a favorable foreign affairs situation, building sustainable, stable, and substantive relationship frameworks, and positioning the country in a beneficial way in the new world order.
Along with that, foreign affairs must promote its pioneering role, paving the way in maximizing resources and favorable conditions from outside, serving security and development interests; contributing to expanding development space, creating new opportunities, promoting strategic breakthroughs and important transformations of the country, including the goal of growth of 10% or more after the 14th National Congress.
Foreign affairs also contribute to enhancing Vietnam's position, prestige, and image in the international arena; mobilizing the support, trust and companionship of international friends and partners...
This is both an international responsibility and a national interest - our nation, which will contribute to "enhancing Vietnam's role and position in world politics, global economy and human civilization", in accordance with the spirit of General Secretary To Lam's direction to "raise the level and proactively expand Vietnam's contribution to the cause of world revolution, to peace, cooperation, development and progress of humanity".
