Maintain strategic initiative
In 2025, foreign forces have promoted the highest sense of responsibility to implement strategic tasks as General Secretary To Lam emphasized, "maintaining and maintaining a peaceful and stable environment; rapid and sustainable socio-economic development; improving the lives of the People, all for the People", contributing to enhancing the country's position and strength to enter a new era.
Regarding State diplomacy, in the past year, we have upgraded relations with 17 partners, bringing the total number of partners with relations from Comprehensive Partnerships upwards to 42 countries. The highlight is that the substance and effectiveness of high-level visits have been further enhanced, reflected in the signing of nearly 350 cooperation agreements, 2.5 times higher than in 2024. We have also integrated the organization of major national holidays (50 years of the Liberation of the South and national reunification, 80 years of the successful August Revolution, National Day September 2nd) and the participation of major anniversaries of partners to promote bilateral cooperation relations.
On the multilateral front, we continue to achieve many important achievements according to Resolution 59 of the Politburo on international integration in the new situation, Directive 25 of the Secretariat on raising the level of multilateral foreign affairs. Vietnam continues to uphold international law; actively participates in the pillars of multilateral institutions, especially ASEAN, the United Nations, APEC and sub-regional mechanisms; successfully organizes conferences in Vietnam such as the ASEAN Future Forum, the P4G Summit, the Opening Ceremony of the United Nations Convention against Cybercrime, thereby affirming Vietnam's role, prestige and leadership capacity.
Innovating development models, promoting soft power
In 2025, economic diplomacy and science and technology diplomacy have early grasped and implemented major policies of the Politburo such as Resolutions 57, 59, 66, 68, 70.
Science and technology diplomacy has become a new spearhead, focusing on the content of innovation, digital transformation and green transformation, contributing to realizing the construction of 11 strategic technologies, making substantive contributions to the implementation of Resolution 57 of the Politburo.
Vietnam's total import and export turnover in 2025 exceeded 900 billion USD, consolidating Vietnam's position in the group of 15 economies with the largest trade scale globally. Registered FDI capital in 2025 reached about 35.2 billion USD (up 15.6%), while disbursed capital reached a record level of nearly 23 billion USD.
The Strategy for Cultural Diplomacy to 2030 is implemented methodically and professionally with many rich and diverse activities such as successfully organizing the Vesak Great Vesak, meeting events, and Vietnam Week abroad.
Promoting the pioneering role of foreign affairs
Closely following the theme of the 14th National Party Congress on the spirit of "strategic autonomy, self-reliance, confidence, and strong progress in the era of national rise", foreign affairs and international integration work clearly recognizes the requirements of strong innovation, breakthrough in thinking and action, promoting pioneering and creative roles, together with national defense and security to perform "core and regular tasks", "developing foreign affairs in the new era, commensurate with the historical, cultural, new position and strength of the country" and "promoting the implementation of comprehensive foreign affairs strategy at a new height"...
Minister Le Hoai Trung affirmed that the immediate task of the entire Ministry of Foreign Affairs is to thoroughly grasp and step into effectively implementing the foreign policy of the 14th National Party Congress, focusing wisdom, and urgently building an Action Program to implement the Congress Resolution.
