The weather forecast for the morning of December 22 from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that some weather systems will cause rain in many areas of the Philippines, especially in northern and central Luzon, Visayas and part of Mindanao.
PAGASA weather forecaster Daniel James Villamil pointed out that dense clouds are affecting eastern areas of the Philippines due to wind shear and the northeast monsoon, or amihan. Meanwhile, the weather in Visayas and Mindanao is affected by the easterly winds.
"The common thick clouds in the eastern part of the country are due to the continuous impact of wind shear affecting northeastern and central Luzon," he said.
Meanwhile, cloud clusters in the Visayas and Mindanao are also being supported by winter winds.
Due to the combined impact of wind shear and the northeast monsoon, Villamil said, rain is forecast for most of northern and central Luzon, including the eastern areas of Southern Luzon. The easterly winds will bring rain to the rest of Southern Luzon, much of Visayas and northeastern Mindanao.
For Metro Manila and other areas of the Philippines, PAGASA said that the weather is generally pleasant, although there is still a possibility of scattered showers or thunderstorms in the afternoon to evening.
PAGASA said that no low pressure is currently being monitored and the possibility of tropical storm formation in the coming days is still low.
"We are not currently monitoring any low pressure areas and the likelihood of storms forming in the coming days is still low," Villamil said.
Previously, PAGASA said that the two new low pressure areas were forecast to appear in the last days of December 2025.
The first low pressure is forecast to appear before December 25 near the southeast of the Philippine Forecast Area (PAR). This low pressure near the East Sea is forecast to approach the Bicol, Visayas, Mindanao regions of the Philippines, with little chance of strengthening into a storm or tropical depression.
The second low pressure is expected to form during the week of December 26, 2025 to January 1, 2026. This low pressure formed in the East Sea, southwest of PAGASA's PMD forecast area, near south of Palawan, Philippines. Philippine weather forecasters said that the new low pressure in the East Sea is unlikely to strengthen into a storm or tropical depression during the forecast period.
