On March 30, TASS news agency quoted Russian Deputy Foreign Minister Andrey Rudenko as saying about the classification of trading partners in the energy market. Mr. Rudenko affirmed that Moscow will not include in the list of oil suppliers countries that maintain the ceiling price.
Representatives from the Russian side said that the market is currently fluctuating strongly with a shortage of supply and the price ceiling is a non-market measure that breaks the global supply chain.
Mr. Rudenko pointed out that Japan is currently in the group of countries that fulfill their obligation to apply price ceilings to Russian oil. According to previous statements, Moscow will not supply energy to any country that supports this policy.

For countries not on the restricted list, Russia said it will carefully consider each official oil purchase request document.
