According to Russia, the number of civilian casualties in border areas continued to increase in December, amid international discussions on the peace initiative and the end of the Ukraine conflict.
Nearly 60 civilians were killed and more than 300 others were injured in Russian areas in December due to military actions by the Ukrainian Armed Forces, said Rodion Miroshnik - Mobile Ambassador of the Russian Ministry of Foreign Affairs.
In a statement posted on his personal Telegram channel, Mr. Miroshnik stated: "In December 2025, at least 367 civilians were affected by the actions of the Ukrainian Armed Forces. Among them, 311 people were injured, including 11 minors, and 56 civilians died.
According to a representative of the Russian Foreign Ministry, these figures show an increase compared to the previous month. In November, Russia recorded about 300 injuries and 38 deaths due to attacks blamed on the Ukrainian side. Thus, both the number of injuries and the number of deaths increased in December.
Mr. Miroshnik emphasized that the increase in civilian casualties is taking place in the context of the international community discussing peace initiatives, including proposals made by US President Donald Trump. At the same time, according to him, Ukrainian President Volodymyr Zelensky has also repeatedly declared his desire for peace and an end to the conflict.
The increase in the number of civilians killed and injured goes hand in hand with dense declarations and discussions about peace," Mr. Miroshnik wrote, arguing that the reality on the ground goes against political statements.
Also according to data released by the Russian side, throughout December, the Ukrainian Armed Forces fired at least 14,900 rounds of ammunition of various types aimed at civilian facilities on Russian territory. The most recorded shelling and attacks by unmanned aerial vehicles (UAVs) were in the Kherson, Belgorod, Kursk and Bryansk areas.
These areas are located near the Russia-Ukraine border and are frequently mentioned by Russia as hotspots directly affected by the conflict that has lasted for nearly 4 years. Moscow has repeatedly accused Kiev of attacking civilian targets, while the Ukrainian side denies or believes that the targets hit are related to military operations.
