Hundreds of households in My Way apartment building and Tran Hung Dao Plaza apartment building, Hong Gai ward, Quang Ninh province continue to submit petitions to the authorities of Quang Ninh province about the investors of the two apartments still "soaking" hundreds of their red books.
Ms. N.T.V is one of the first residents of Tran Hung Dao Plaza apartment building, which was given the key by the investor to move in in October 2018.
"Since that day until now, our residents have petitioned and complained many times but have not yet received their house documents. This affects the rights of people, especially those who want to sell their houses" - Ms. N.T.V was upset.
Tran Hung Dao Plaza Apartment has a total investment of about 500 billion VND, including 2 24-storey towers with 266 apartments with diverse areas from 61-90m2. Up to now, all of the above apartments do not have documents.

Responding to Lao Dong, a representative of 508 Joint Stock Company - the investor of Tran Hung Dao Plaza apartment building - said that basically the procedures and documents are complete, but there are still some problems related to the Ministry of Construction. This took a long time due to the loss of some documents, because the project had been implemented for too long.
This apartment project used to be one of the typical projects of slow progress, started in 2005, but it was not until 2018 that it was basically completed.
Not far away, nearly 200 households are also living "illegally" right in their own apartment in My Way apartment.
This apartment building is located in the mixed-use apartment, office, commercial center and housing project combined with a shopping street in Bach Dang ward, the old Ha Long city (now Hong Gai ward) approved by the People's Committee of Quang Ninh province in Decision No. 3560/QD-UBND dated October 28, 2016.
To do this project, hundreds of households in the old apartment complex had to temporarily move to another place and settled down in My Way apartment building.
In October 2021, Ha Long City temporarily handed over houses to nearly 200 households who were resettled in My Way apartment building.
However, up to now, the households have not been officially handed over (although the building area in the West where people are temporarily residing) has been accepted by the Ministry of Construction and the Ministry of Public Security to ensure the conditions for use.
According to the representative of the Apartment Management Board, one of the problems that has prevented the handover of house documents to households is the plan to record revenue, expenditure and financial obligations to sign contracts and make red books for people.
The investor has sent an official dispatch requesting the government, departments, branches and sectors to guide the plan but has not received a response.
On June 2, 2025, the People's Committee of Quang Ninh province continued to issue a document assigning the Department of Construction to review all documents and procedures on the previous investment policy that had been advised to the Provincial People's Committee for approval; preside with relevant departments, branches, localities and units to review and propose specific solutions.
The Provincial People's Committee also assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment, local authorities and relevant agencies and units to review the project's land price plan to ensure compliance with legal regulations...
