Russia also proposed a “BRICS Clear” platform for securities trading and encouraged the creation of a common rating method among member countries. The BRICS summit will take place in Kazan at the end of October.
Record high sea levels, unprecedented flooding in China
Since the night of October 21, abnormally high sea levels along the Bohai Sea coast have flooded Liaoning, Hebei provinces and Tianjin city, breaking historical records. The water level remained about 1 meter higher than normal for more than 20 hours, causing widespread flooding and forcing the Chinese government to activate a level 4 emergency response.
Experts say this phenomenon is due to the convergence of astronomical, meteorological, oceanographic and topographical factors. In major cities, traffic was disrupted and many people had to evacuate to higher ground.
