Point 1: End conflict "on all fronts
The first paragraph of the agreement states that the US, Iran and its allies will declare an "immediate and permanent" end to military operations on "all fronts", including Lebanon.
Point 2: Respect for internal matters
The US and Iran will "respect each other's sovereignty and territorial integrity" and refrain from interfering in each other's internal affairs.
Point 3: 60-day deadline may be extended
The US and Iran pledged to negotiate and reach a final agreement within a maximum of 60 days, which can be extended with the consent of both sides.
Score 4: US ends blockade
After the memorandum of understanding was signed, the US began to lift the naval blockade and "any disruption or obstruction" to Iranian ports. The blockade will end completely within 30 days.
Point 5: Hormuz Strait
After signing the memorandum of understanding, Iran will "make every effort to arrange" for commercial ships to pass through the Strait of Hormuz safely, without paying fees. Traffic begins to circulate "immediately", taking into account the elimination of "obstacles" in terms of technology and military, and conducting bomb and mine clearance. In the long term, Iran will cooperate with Oman and other Gulf countries to establish a broader agreement on the management of the Strait of Hormuz.
Point 6: Money for Iran's reconstruction
The US and regional partners will build a plan worth at least $300 billion to rebuild and develop the economy in Iran. The final mechanism will be agreed upon within 60 days of reaching a final agreement, and all licenses, exemptions and permits will be issued by the US.
Point 7: End the punishment
The US will end all economic sanctions against Iran, including sanctions in UN Security Council resolutions and sanctions unilaterally implemented by the US.
Point 8: No nuclear weapons
Iran agreed not to buy or possess nuclear weapons, and both sides agreed to handle the enriched uranium Tehran is holding. This mechanism "will be agreed upon by both sides" in subsequent negotiations, but at least, the material will be diluted on the spot under the supervision of the International Atomic Energy Agency (IAEA).
Scores 9 & 10: Current status
The US and Iran agreed to maintain the status quo of the nuclear program in the meantime, until the enriched uranium issue is resolved. This means that the US will not impose new sanctions. In the meantime, the US will exempt the export of oil, petroleum products and other related services, such as banking and transportation transactions.
Point 11: Fund frozen
Point 11 of the document states that the US "commits to fully release frozen or restricted funds" after the memorandum of understanding is signed and the procedures will be agreed upon in the negotiations.
Points 12-14: Final monitoring and negotiation
The US and Iran will establish a mechanism to monitor the implementation of the memorandum and compliance with the agreement in the future, although it is unclear how this mechanism will work in practice. Then, when the memorandum is signed and implementation begins, the US and Iran will begin negotiations to reach a final agreement. And this agreement will be adopted by a binding resolution of the United Nations Security Council.
